Description
The purpose of this modification is to provide herewith a copy of Statment of Work for RFI N00244-08-R-0064. STATEMENT OF WORKGOVERNMENT RANGE LASER SAFETY SUPPORT 1.0Background. Range laser safety is the process of certifying training ranges around the world for safe laser use. The use of Geographic Information Systems (GIS) helps provide a context to more efficiently certify training ranges throughout the world for safe laser use. This effort will provide the Government Range Laser Safety Specialists (RLSS) with support in the form of graphical representations, technical advice, training, geospatial assets, and databases of various targets, firing points, laser safety issues and recommendations, etc. 5 years of such training range data has been acquired, on an as-needed basis in support of this mission, since geospatial technologies were introduced. Also provided will be assistance on the evaluation of GIS related interfaces and/or toolkits generated by other activities, conducting the RLSS course and nominating individuals for certification, supporting and managing the digital database for various training ranges around the world.1.1Purpose. The critical management issue associated with airborne and ground laser designation is the allowable buffer associated with each type of laser designator used in training exercises (i.e. the laser beam moving downrange can be a severe hazard to personnel within its associated Laser Hazard Danger Zone (LHDZ)). The dimensions and geometry of the Laser HDZ is defined in the LSRB Handbook and in the OPNAVINST 5100.27/MCO 5104.1B. For ground use, the LHDZ is based on the areas inherent topology surrounding the firing and target location; for airborne use, the LHDZ is based on the lasers buffer angle and/or the geometry of the given terrain. The buffer angle is determined by the lasers platform. This effort will provide the Government with graphical representations of Laser Target Areas (LTAs), Firing Points (FPs), and Point Targets (PTs), etc that will allow the RLSS to make precise calculations and establish proper LHDZs for a specific tactical training range. The support will enhance the Governments ability to certify ranges for safe laser use, to certify interested individuals to become RLSSs, and to manage the digital database of various training ranges around the world. Due to the creation, over the past five years, of a multitude of data sets of various training ranges around the world, a concerted effort must be taken to organize, standardize, inventory, disseminate, and archive these holdings in order for the Government to manage the laser safety program properly. 1.2Applicable Regulations and Documents.1.2.1OPNAVINST 5100.27C/MCO 5104.1B2.0Objectives. This effort will provide the Government with the support to generate precise data and associated accurate graphical representations of training ranges throughout the world, technical support, training, and the evaluation of toolkits developed by other program offices in support of range laser safety. Data resources, products, and documentation will be standardized and inventoried for recall and/or reference.3.0Scope. This project will be limited to supporting the Government with semi-automated tasks that include the graphical representation & data set creation of targets and firing points and other areas of geographical interests for various ranges throughout the world, RLSS training and certification, and management of digital data associated with the training ranges. The purpose of this support is to develop the products primarily utilizing the ESRI ArcGIS Software suite, and current GPS technologies, plus related GIS\Desktop Publishing software and overlay them on precise geographical base data (representing specific areas of the world). The finished product will then be delivered to the Government in digital (jpeg, tiff, bmp, pdf, doc, xls, ppt, mdb, mxd) and/or hard copy form (up to 36 wide paper maps).4.0Tasks. 4.1Project Management. All references to days in the following sections are Government business days, unless otherwise noted. 4.1.1Initial LTA, FP, and PT Coordination Meeting. The Contractor shall generate specific areas based on data provided by the Government. Deliverables will consist of jpeg images exported from ArcGIS representing range data superimposed over geographical topographical and raster data for specific areas of interest. This effort shall be completed within thirty (30) days of award of this task. 4.1.2On-Site Global Positioning Systems Survey. The Contractor shall conduct Global Positioning Systems (GPS) surveys of specific geographical areas of interest to the Government. The Contractor shall travel to the geographical areas of interest with current industry standard Commercial-Off-The-Shelf (COTS) technologies secured by the Contractor. The COTS GPS equipment shall be capable of measuring data with sub-meter accuracy (<1 meter). The Contractor shall generate specific layers of geospatial information for defined AOIs. This data will be superimposed over digital topographical base data to assist in further GIS analysis and creation of output products (digital and/or hard-copy). This effort shall be completed seven (7) days after completion of survey. 4.1.3Conducting and Nominating RLSSs. The Contractor shall maintain staff that are current with RLSS certifications and have approval from the Government to conduct the RLSS course to interested personnel. The Contractor shall conduct the course at a Government-specified site, issue a final exam developed with the Government, and nominate qualified individuals for RLSS certification. 4.1.4Data Standardization, Organization, Cataloging, and Retrieval. The Contractor shall obtain, review, edit, and organize all existing data for standardization and compliancy, in accordance with current DoD standards. The Contractor shall develop a cataloging and retrieval process(es) to assist in the recall and reference to all project assets.
