- Description
- NASA/LaRC has a requirement for continued MATLAB software maintenance and supportservices. The MATLAB software and companion tool boxes provide unique capabilities in theareas of dynamic modeling, system identification, control law design, statisticalanalysis, and auto-code generation. MATLAB software maintenance includes software productupdates, enhancements, and technical support for software installation, licensingconfiguration, and operation. NASA/LaRC intends to purchase the items from The MathWorks Inc., Natick, MA, who is theonly known responsible source. It would take a substantial duplication of time and effortfor another company to provide comparable software, and those costs are not expected tobe recovered through competition. The authority for this action is the test program for commercial items (section 4202 ofthe Clinger-Cohen Act of 1996), and 10 USC 2304(c)(1).The Government intends to acquirea commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 27, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All responsiblesources may submit an offer which shall be considered by the agency. An Ombudsman hasbeen appointed. See NASA Specific Note "B".
