- Request for Information (RFI): VA-101-08-RI-0186 Protective Peer Review The Office of Quality and Performance (OQP), Veterans Health Administration (VHA), Department of Veterans Affairs, is responsible for managing VHA's Protected Peer Review Program. The primary purpose of the Peer Review is to foster collaborative learning and improvement of healthcare. The Department is planning for the acquisition of Peer Review services to assist OQP in providing immediate and long-term improvements in care provided by revealing areas for improvement in provider practice. Peer Review is a process of subjecting a provider's medical care to the scrutiny of others who are experts in the field and is defined to include critical reviews of an episode of care performed by a peer and/or group of peers. A peer is an individual of similar education, training, licensure, and clinical privileges. VHA has identified multiple capabilities and/or services that will be required of the Peer Review services provider and is issuing this Request for Information to enable vendors to submit capability statements. Capability statements will be used to assist VA in defining its acquisition strategy and identify sources able to provide the services requested. VHA requires a Contractor that can provide the following services/capabilities: 1. Coordinate a process of Peer Review in which the medical care of a VA provider for a specific episode of care is subjected to scrutiny by another provider deemed to be an expert in that field. The types of episodes that will be subject to review will be selected by a variety of means, including: a. Random sample audits of cases already subjected to Internal Peer Review by VA staff. Vendor would need to propose an auditing framework that would allow sufficient cases to be reviewed to ensure overall quality of VA's internal peer review processes, while recognizing that excessive auditing would not be a wise use of taxpayer dollars. b. Facility-initiated requests to review a specific episode(s) of care in the event that an appropriate internal peer reviewer cannot be found. c. Targeted or triggered situations - i.e., facilities with statistical indicators of poor performance (e.g., mortality or morbidity outliers) would undergo chart audit and peer review of one or more episodes of care to identify possible quality problems and improvement opportunities. Note: The vendor would need to complete the review within 45 days of assignment for most cases (exception would be for targeted/triggered reviews in which multiple records might need to be reviewed by a clinical expert, in which case a project timeframe would be negotiated). 2. Provide peer reviewers that are board certified, recognized experts in the field, and clinically up-to-date. Capabilities statements shall address the process and/or methodologies employed for selection of peer reviewers. 3. Provide process and/or methodologies to evaluate the reliability and validity of the reviews done by the external experts. 4. Provide process and/or methodologies to evaluate and/or measure peer reviewer and Contractor performance. 5. Provide the ability to partner with Service Disabled Veteran-Owned Small Businesses, Small Businesses, Women-Owned Small Businesses, Veteran-Owned Small Businesses, and Small Disadvantaged Businesses in performing the services identified. Included shall be information pertaining to successful achievement of subcontracting goals/plans on previous requirements. Interested vendors may submit their capabilities and qualifications to provide the services identified via email to Shaundra Duggans at Shaundra.Duggans@va.gov not later than 4:00 PM EST May 23, 2008. Vendors are asked to provide three past performance references for the capabilities identified. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact, and phone number/email address. Do you hold a GSA contract? If so, please identify Schedule and Contract number? Telephone inquiries will NOT be accepted. In addition to the provision of capabilities statements, an industry day(s) will be held to allow interested parties a chance to expand on their capabilities in a direct conversation with Government officials. Industry day(s) will be held the week of June 16th. All vendors interested in participating in industry day shall contact Shaundra Duggans to schedule an appointment. It is anticipated that each appointment will be 45 minutes to an hour in length and be held at a VA facility in the Washington DC Metropolitan Area.. All correspondence shall be sent via email to both addresses identified and shall reference the RFI number and title in the subject line.
