- The United States Department of Energy (DOE) intends to extend thecurrent management and operating (M&O) contract with Washington Savannah River Company (WSRC), LLC at the Savannah River Site (SRS) for a six month period with three one month option periods. The present contract with WSRC ends on June 30, 2008. This proposed extension will enable DOE to continue critical missions at SRS during the evaluation and award of the Liquid Waste competitive acquisition. In addition, it will accommodate the ongoing M&O contract transition that will end July 31, 2008. DOE already has awarded a successor M&O contract at SRS. However, the scope of the successor M&O contract does not encompass all the requirements of the current WSRC M&O contract, including requirements for treatment and disposal of Liquid Waste. While DOE currently is competing a contract for treatment and disposal of Liquid Waste at SRS, that contract is not expected to be awarded before expiration of the WSRC contract. Therefore, this proposed extension is necessary to continue performance of residual requirements not included in the successor M&O contract, including Liquid Waste treatment and disposal requirements, until a new contract is awarded and transition is complete. DOE intends to extend the existing contract with WSRC effective July 1, 2008 through December 31, 2008, with possible additional extensions (if needed) through March 31, 2009. The proposed extension is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 and 41 United States Code 253(c)(1), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements within the limited time frame. To DOEs knowledge, only WSRC has the requisite knowledge, experience and capability to provide these critical, highly specialized services without interruption during the acquisition cycle for a new contract. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS REQUIREMENT. Interested, responsible sources may submit information about their capability to perform this requirement, which shall be considered by DOE for the purpose of determining whether or not to conduct a competitive acquisition for these interim services. Responses to this synopsis must be received via the DOEs Industry Interactive Procurement System by May 30, 2008 to be considered.
