Description
GOVERNMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for Non-gasoline burning outboard engine. THIS IS NOT A REQUEST FOR PROPOSALS. NSWC Panama City Division on behalf of the US Special Operations Command (USSOCOM) is conducting a survey of potential sources for a submersible non-gasoline burning outboard engine (NBOE). This NBOE shall be a direct replacement for the currently used 30 and 55 horsepower (HP) submersible Military Amphibious Reconnaissance System (MARS) engines. Key Performance Parameters are as follows: - Fuel Compatibility capable of starting and running throughout the RPM range on JP 5/8 (MIL-T-5624N) and gasoline above 20oF, and DFM F76 (MIL-F-16884H) above 40F as an emergency fuel. - Dimensions for the 30 HP engine - not to exceed 51 inches tall by 25 inches long by 15 inches wide- Dimensions for the 55 HP engine - not to exceed 55 inches tall by 26 inches long by 15 inches wide.- Submersion capable of being submerged without the use of waterproof bags or cases, to a minimum depth of 66 feet of seawater for a period of 18 hours. After submersion, the engine shall be started within fifteen (15) minutes and all systems shall function properly. Additional desired capabilities are listed below: - Weight 30 HP - < 150 lbs., 55 HP < 200 lbs- Power 30 HP - Provide the power to propel a Combat Rubber Raiding Craft Large (CRRC-L, Zodiac F470) loaded with 1500 pounds payload at a speed of 18 MPH, in calm water. Horsepower shall be determined/verified at the prop shaft by ISO 3046/1. - Power 55 HP Provide the power to propel a Combat Rubber Raiding Craft Large (CRRC-L, Zodiac F470) loaded with 2100 pounds payload at a speed of 18 MPH, in calm water. Horsepower shall be determined/verified at the prop shaft by ISO 3046/1.- Starting - Without the use of starting aids, the engine shall start using the manual start mechanism: 50% of the time within 3 attempts, 80% of the time within 5 attempts, and 100% of the time within 10 attempts for engines that have not been submerged, in environmental conditions ranging from 28 degrees Fahrenheit to 98 degrees Fahrenheit (28F - 98F) water temperature, and -25F to 128F air temperature.- Time to plane 30 HP- 30 seconds, with 1500 lbs. payload in calm water. Payload does not include the weight of the CRRC or NBOE.- Time to plane 55 HP- 30 seconds, with 2100 lbs. payload in calm water. Payload does not include the weight of the CRRC or NBOE.- Fuel consumption 30 HP - 4.5 gallons per hour measured with the engine running under ideal conditions at wide-open throttle.- Fuel consumption 55 HP- 5.5 gallons per hour measured with the engine running under ideal conditions at wide-open throttle- The NBOE shall contain/require no batteries for starting, or running.- Any oil requirements for power head lubrication shall be either premixed with the fuels, or contained in an easily accessible reservoir under the engine cowling with the capability of visually determining oil levels.- Controls, indicators, labels, handles, etc, must be designed for compatibility with cold weather clothing and/or dive gear that may be worn by the operators, and easily accessible/operable during night operations.- The engine must meet applicable EPA requirements.- The engine must be capable of surviving the shock and vibration loads associated with over-land transit, under-parachute air drops, and while stowed aboard high-speed craft experiencing high sea states.- The engine must not emit electro-magnetic interference (EMI) forces that would affect the operation of other military equipment, or be susceptible to EMI forces emitted by other military equipment during a typical deployment/mission.- The NBOE must be capable of being maintained by User Level operators or technicians through available training, diagnostic tools, test equipment, and technical documentation (manuals, etc).- The NBOE must be capable of being sustained throughout its operational life with spare parts that can be quickly requisitioned and delivered world-wide. Neither NSWC Panama City Division nor USSOCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the requested information. Industry firms capable of providing the required systems, in whole, are invited to submit a response to this notice. For qualified vendors, USSOCOM anticipates using the GSA schedule for future procurement of engines for evaluation against the requirements identified above. Vendors that have an NBOE that meets requirements listed above, but are not on the GSA schedule are encouraged to submit information. Firms should identify/submit a copy of their GSA schedule, if applicable, as well as literature, brochures, videos, technical specifications to include weight and dimensions, price lists, current design and production status, estimated production capacity, and capabilities summaries directly addressing the ability to meet the aforementioned needs. Product demonstrations are desired as a supplemental means of obtaining information. Contractors submittals that the Government determines to possess potential application may be provided an opportunity to demonstrate their system in a limited-scope demonstration in the August September 2008 timeframe. The assessment criteria are based on system technical maturity, capabilities, performance, potential effectiveness, cost and schedule. For the purposes of the demonstration, the focus will be on verifying system ability to satisfy the assessment criteria while operating in a relevant operational environment. The Government does not anticipate providing funds to Contractors to participate in the demonstrations. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 1630 hours on 30 June 2008. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) System description and capabilities (2) Summary of past test events with location, dates and results (3) Logistic supportability and (4) projected unit cost estimate information. Supporting literature and test documentation that demonstrate technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors offered an opportunity to demonstrate their system will be provided additional details including demonstration schedule and extent of support the Government will provide. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will not be honored.
