- IntroductionThis notice is for information and planning purposes only. This is not a request for proposal and does not commit the government to award a contract now or in the future. No solicitation is available at this time. Based on capability statements received in response to this sources sought announcement this acquisition may be solicited as a 100% small business set-aside. All small business organizations (SB, SDB, WOSB, HUBZONE, VOSB, and SDVOSB) are encouraged to respond to this notice. Small business organizations must have their size status certified by the small business administration. All small businesses are encouraged to respond. The NAICS code is 519190 with a size standard of $6.5M. On July 19, 2007, the National Institute of Allergy and Infectious Disease (NIAID) Division of Allergy, Immunology, and Transplantation (DAIT), American Academy of Allergy, Asthma and Immunology (AAAAI) and the Food Allergy and Anaphylaxis Network (FAAN) co-organized a one-day workshop entitled Guidelines for the Diagnosis and Management of Food Allergy. More than 20 professional societies and organizations sent representatives to this meeting. The purpose of the workshop was to discuss the potential value of clinical guidelines to be generated with input from a broad range of health care providers who diagnose and treat patients with food allergies and diseases related to food allergy such as atopic dermatitis, asthma and eosinophilic esophagitis. The workshop participants concluded that a significant need exists for guidelines that could be used in a variety of clinical and health care settings.The NIAID plans to use a report based on a systematic literature review, in conjunction with consensus expert opinion, to develop clinical guidelines for the diagnosis and management of food allergy. Drafting of the guidelines will be performed by an independent Food Allergy Guidelines Expert Panel.The Allergy, Immunology and Transplantation Research Contract Branch (AIT RCB), NIAID Office of Acquisitions is seeking capability statements from small business organizations with the technical expertise to review the scientific and clinical literature on food allergy. The Contractor will perform a systematic literature review, evaluate, and grade the data. The Contractor will also produce an interim and a final evidence-based literature review report summarizing the results of the systematic literature review of food allergy, including knowledge gaps and areas in which consensus has not been reached. Capability statements shall address the following tasks, and examples of previous experience with similar work should be provided as part of the capability statement: NIAID/CONTRACTOR COMMUNICATION: Provide periodic progress reports and immediate and continued open communication with the NIAID Project and Contract Officers following award of the contract.SYSTEMATIC LITERATURE REVIEW AND EVIDENCE GRADING: Design and perform a full systematic literature review of primary literature (and in some cases, quality review articles) describing the state of the science in food allergy. The review and analysis shall address all topics/questions outlined by the NIAID in the Request for Quotes (RFQ). Examples of these topics/questions include defining food allergy, and describing the prevalence, natural history, diagnosis, and management of food allergy, including the diagnosis and treatment of acute food allergic reactions. DRAFT REPORT CONTAINING THE RESULTS OF THE SYSTEMATIC LITERATURE REVIEW: Prepare a draft of the final report, to be completed 6-8 months after the award of the contract, which shall be used as reference material by the Food Allergy Guidelines Expert Panel. FINAL REPORT ON THE RESULTS OF THE SYSTEMATIC LITERATURE REVIEW: The final report describing the results of the systematic literature review will require the Contractor to assemble all extracted evidence into a comprehensive report on the state of the science in food allergy. The final report shall address the topics and questions outlined by the NIAID in the RFQ. The Contractor shall incorporate any editorial comments or changes suggested by the NIAID into the final report. CONSULTING FOR THE FOOD ALLERGY GUIDELINES EXPERT PANEL: Designate 1-2 representatives to attend approximately 3 meetings of the Food Allergy Guidelines Expert Panel to summarize the methods and findings of the systematic review and final report. The Government anticipates making a single award. It is anticipated that the duration of the contract will be a maximum three (3) years; however, the length of time for which funds is requested should be consistent with the nature and complexity of the proposed research. Capability statements submitted as a result of this announcement should demonstrate the offerors qualifications and experience, specifically providing evidence as to their capability to perform this requirement. Any proprietary information should be so marked. Capable small businesses should submit two (2) copies of their capability statement addressing the areas cited above. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Documented experience in performing a systematic review of the scientific and clinical literature that was used to develop clinical guidelines, practice parameters, best practices recommendations, or similar documents (include examples of such reviews); and (5) Business status of the organization (i.e. small business, 8 (a), HUBZone, Service Disabled Veterans, etc.) Written capability statements should be received by the Contracting Officer by May 29, 2008, 4:00 p.m., local time.
