Description
Soliciation Question and Answer: 1. Question: With reference to Technical Acceptability Factor 1 listed under General Instructions page 39 of 41; the offerors are supposed to provide system proof, design, adaptability etc., for the equipment to be purchased (shelving). From the SOW Schedule B, it certainly appears the Government desires Lyon brand shelving. Are we to assume that an "or equal" brand can be substituted as long as we meet the proof requirements stated in Factor 1? Answer: Yes, it is the Government's intent for the offeror to consider/propose an "equal" brand shelving as long as you meet the proof requirements stated in Factor 1 2) Can we reasonably assume award would be approximately 1 June based on the submission cut-off date? If that is nearly correct, it would take time to procure, then a week to assemble/prep for sea shipment, and roughly 30 days to sea ship. Arrival of initial sets of shelving for first block would in all probability, extend past the Period of Performance start date of 1 July 2008. This may mean air shipment for initial sets, and will certainly increase price. Is the start date reflective of personnel and preparation, or does the Government expect initial sets of shelving to be installed at start date? The Government is expecting to award this contract on-or-about 1 June 2008. The start date of 1 July 2008 (30 days after contract award), as stated in SOW para 2.2, reflects date the initial set of shelving to be installed. However, you can provide an alternative proposal in which the performance start date may differ and price it accordingly.
