- The Department of Health and Human Services (DHHS) intends to negotiate with the Society of Primary Care Policy Fellows (SPCPF), on a sole source basis, to help organize, promote, and run ten seminars consisting of moderated discussion with one or two national leaders in primary care on timely issues facing primary care. The sessions will be open to all individuals and organizations interested in the future of primary care, including federal legislative and administrative policy makers, as well as state and local policy makers, consumer advocacy organizations, the business community, clinicians, academics, and community members. The basis for restricting competition is the authority of 41 U.S.C. 253(c)(1) as implemented by the FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for approximately 15 months from the date of award. As part of its commitment to improving the health of all Americans through improved quality and availability of primary health care, the Centre for Primary Care, Prevention & Clinical Partnerships of the Agency for Healthcare Research and Quality (AHRQ) intends to: 1.Inform those involved and interested in health care policy about current issues in primary health care through interactive educational sessions. 2.Highlight the multiple benefits and challenges of primary health care so that these issues are included in discussions of national health care policy. 3.Provide a venue for those interested in the future of primary health care to meet, share idea, and network. The Society of Primary Care Policy Fellows can be considered the only responsible source due to their unique position in the primary care field. SPCPF is the only organization with over 20 years of strong collaborative working relationships with primary care medical, nursing, dental, pharmacy, and mental health professional organizations. This type of experience is needed in order to attract meaningful participation from a wide variety of stakeholders, as well as, command respect from the full range of primary care professional organizations. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described above. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Governments requirement as articulated above. Any interested source, in order to meet the requirements will need to demonstrate and address in their capability statement (1) a strong working relationship with primary care organizations (2) extensive experience working with primary care organizations. No solicitation document is available. Capability statements should be submitted by 5 pm May 27, 2008 to the point of contact listed in this announcement.
