- NAICS Code: 513111 The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) in Washington, DC intends to award a Purchase Order to the Hispanic Radio Network, LLC, of Washington, DC, under the authority of Federal Acquisition Regulation (FAR) Part 13, SimplifiedAcquisition Procedures. The purpose of this purchase order is to acquire contractor support to develop two (2) national radio campaigns. The first campaign shall focus on the prevention of take-home pesticide exposure to farm worker children and families, and the second shall target farmworkers in Washington State who speak the indigenous language of Mixteco. The North American Industry Classification System (NAICS) code for this procurement is 513111. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that the Hispanic Radio Network is uniquely qualified to satisfy the Government's requirement as it is the only Spanish-speaking radio network with broad access to Spanish-speaking radio stations across the country. HCN's 245 radio station affiliates cover 90% of the US Hispanic population - a reach not provided by any other radio network. Since 83% of the farmworkers are Spanish speaking, HCN's unique and broad reaching ability into the Spanish speaking community is critical to achieving EPA's goals under this requirement. Furthermore, Hispanic Communications Network has affiliates in many hard-to-reach rural communities where radio is one of the few sources of news and information relevant to migrant farmworkers. Radio remains an important vehicle for reaching this low-literacy-level population. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which if received by the response date of this announcement may be considered. Responses to this posting must be in writing and submitted to Nicole Humphrey, Contract Specialist at humphrey.nicole@epa.gov by 4:00PM EDT on the response date listed above. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
