Description
THIS IS A NOTICE FOR COMMERCIAL CONTRACT FOR TECHNICAL EXPERTISE, AT FDA, Atlanta, Georgia. This is a Firm Fixed Price commercial contract. Period of Performance shall not exceed 6 months after the date of award. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for quote (RFQ). (ii) The solicitation number is FDA-SOL-08-00675. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25. (iv) The associated North American Industry Classification System (NAICS) Code is 561790, Size $6.5M. (v) The requirement is a 100% small business set aside. The contractor shall: a) be available for immediate call-in response within 30 minutes, or be within a 50 mile radius; b) be able to operate and maintain the facility infrastructure without attendance of other team members (i.e., there is no OJT period available); and c) have the specialized expertise to interact with scientists and to fabricate, modify and maintain high-tech scientific instruments. The above performance of the services shall be accomplished at the Food and Drug Administration, at 60 8th Street N.W., Atlanta, Georgia. Scope of work : 1) Contractor will provide technical assistance with the Atlanta Complex facility operations during renovation and alternation projects to ensure appropriate government guidelines are followed. 2) Contractor will assist with contract monitoring and work inspection during any renovation and alteration projects. 3) Contractor will assist and provide technical expertise during the reviewing process of projects construction plans/drawings in order to assure that final plans meet generally accepted standards. 4) Contractor will provide technical expertise and provide assistance to local facility maintenance staff in resolving critical operation and maintenance problems. 5) Contractor will provide technical expertise and historical facility knowledge to facility O&M contractor during the transitional process from a full delegated facility to a full service lease facility. 6) Contractor will conduct periodic inspections of facility systems and equipment and provide a report to Team Leader/COR on their conditions and recommendations for their repairs or correction of deficiencies. 7) Contractor will be authorized to operate any government tools, instruments and equipments needed or required to perform any of the services for which he was contracted for. 8) Contractor shall have the specialized experience in managing the use and upkeep of facilities, monitoring maintenance staff, negotiating and monitoring building repairs and service contracts; monitoring the work in progress for conformance with construction plans, and inspection of completed projects for acceptability. 9) The contractor will provide the above services during normal facility maintenance working hours for the Atlanta Complex. 10) The Project Officer, in conjunction with the contractor will develop a working schedule in order to meet the requirements of the contract. Adjustment will be made as required. - FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. (vi) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance are of equal importance and when combined are significantly important or equal as price. Past performance will be evaluated based on information provided by the offeror as to proposed services with other government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised by the offeror, past record of meeting time schedules and service/maintenance reputation. Offerors must include records of recent three similar projects and identify a point of contact for each by providing a name and telephone number. The government shall consider only the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. (vii) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items. (viii) The clause at FAR 52.212-4 applies to this acquisition. The following agenda have been attached to the clause: None. (ix) The clause at FAR 52.212-5 applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.arnet.gov. All questions must be in wrting and received by no later than May 30, 2008. No telephone request will be entertained. All responses to questions will be posted by way of an amedment to this combined synopsis/solicitation. The contract shall be responsible to check/download any amendments to this combined synopsis/solicitation at this site. Question must be addressed to the Contraction Officer listed in this notice.
