- The Navy intends to privatize the wastewater systems at the Marine Corps Base, Camp Pendleton, California (MCB CamPen) in accordance with 10 USC 2688, Utility Systems: Conveyance Authority, as amended. The resulting privatization will include leasing or ownership interest of the system, operation, and maintenance, recapitalization. All responsibility for maintaining reliable service, including such items as Regulatory compliance, environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the utility provider's responsibility. It is intended that privatization will reduce the Government's life cycle costs. Qualified firms desiring to state their interest in this solicitation should provide a Statement of Interest on company letterhead (not to exceed 10 pages in length) on or before 9 June 2008 to Department of the Navy, Naval Facilities Engineering Command, Atlantic, Attention: Code AQ146 Elizabeth Carmack, 6506 Hampton Blvd, Norfolk, Virginia 23508-1278. The statement shall include as a minimum the following criteria: (1) capability and experience in the ownership or leasing, operation, and maintenance of similar systems; (2) financial capacity to with regards to leasing or ownership interest, expansion, and operation of a utility system; (3) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; and (4) understanding of the federal, state, and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state for which the utility is located and US Environmental Protection Agency, Region - 9. A general description site and the system are given below: Site: The MCB CamPen is the site of the Marine Corps largest amphibious assault training facility, encompassing 17 miles of Southern California coastline, extending from just north of the City of Oceanside up to the southern border of the City of San Clemente. The MCB CamPen is located within the northwest portion of San Diego County. The MCB CamPen extends northwesterly for approximately 17 miles of coastline and ten to twelve miles eastward from the Pacific Ocean into the coastal mountains, resulting in an overall area of approximately 125,000 acres or 200 square miles. The MCB CamPen has (31) encampment areas and sixteen (16) housing areas. In addition, there are 15 transmission mains areas consisting of transmission mains that connect encampments and housing areas. The MCB CamPen has an active duty population of approximately 32,000+ (Marines and Navy), a civilian work force of approximately 4,000 federal government employees, and an additional 2,500 civilian workers at non-Department of Defense tenant organizations. Additionally, 17,000 military dependents live at the MCB CamPen. Including civilian support and military residential population, the average daily population at the MCB CamPen is approximately 55,000 to 60,000. The northern system serves a permanent daily maximum population of about 12,000 people and a seasonal daily maximum population of about 15,000 people, including those who work but do not reside at the MCB CamPen. For the southern system, the permanent, daily maximum population and the seasonal daily maximum population are about 40,000 and 43,000, respectively. Wastewater System: The MCB CamPen sanitary sewer collection system will consist of 4 wastewater treatment plants (WWTP), 4 Tributary Area Pump Stations (TAPS), 56 lift/pump stations, 12 oil/water separators (connected to the sewerage system), and over 150 miles of conveyance pipelines. Most of the sewer infrastructure was originally constructed more than 40 years ago. Additional infrastructure was added or upgraded during the development of new housing units, training facilities, and other operations. The four WWTPs will range in having the design capacity of 0.5 to 7.5 MGD and range in age from approximately 2 years to 50 years. Two of the facilities are Tertiary and two are Secondary systems. The 150 mile sanitary sewage collection and transmission system includes the following: approximately 120 miles of gravity sewer and service laterals; approximately 30 miles of force mains; more than 2000 manholes; air release/air vacuum valves; and several siphons. The gravity sewers are constructed of vitrified clay pipe (VCP) and polyvinyl chloride (PVC). The pipelines range from 6-inches to 18-inches. The force mains are constructed of PVC, HDPE, and ductile iron pipe (DIP).
