Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), is issuing notice of intent to negotiate a sole source procurement with Amirix/Vemco Systems Incorporated to provide coded ultrasonic transmitters and accessories for the National Marine Fisheries Services (NMFS), Orno, Maine. The proposed coded ultrasonic transmitters will be used to tag and track the migration of Atlantic salmon smolt, and continue the international monitoring of migrating fish species in identifying their associated mortality and the effect on the ecosystem. Amirix/Vemco Systems is the only known source that is 100 % compatible with the existing Amirix/Vemco infrastructure equipment, data analysis software, and access database software, currently owned and operated by NMFS. The requirement is necessary to support NMFS mission to provide assistance in developing resolutions for the advancement of healthy and populated marine species for the betterment of fishering communities, healthy human consumption, and recreational engagement. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 33599. The size standard is 500 employees. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Jun 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by May 21, 2008. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
