Description
THIS IS INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS code for this acquisition is 511130 Book Publishers, with a Size Standard of 500 employees. The Bureau of Economic Analysis (BEA) provides many economic measurements as part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation’s production, and related measures. BEA, as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. BEA is the nation’s economic accountant, producing measures such as GDP, national income, and corporate profits and related measures, which can have a substantial impact on financial markets. Measures related to income include employer contributions for supplemental income, including contributions to pension and health plans. Measures related to corporate profits include profits before tax, taxes on corporate income, profits after tax, net dividends, and undistributed profits (retained earnings). The Bureau of the Census (BOC), on behalf of BEA, intends to enter into a contract with Standard & Poor’s of The McGraw-Hill Companies to provide services to collect (1) detailed annual company information on company employer contributions to supplemental income for the preparation of annual income estimates; and (2) detailed quarterly company information on corporate profits and related measures for the preparation of quarterly corporate profits estimates. Quarterly updates of annual estimates of employer contributions to supplemental income are required and shall be in the form of continuous annual time series. Weekly updates of quarterly corporate profits and related measures shall be provided and these data shall be in the form of continuous quarterly time series. The Bureau of Economic Analysis shall use these data to develop and analyze income and related measures, corporate profits, corporate tax liabilities, dividends, and retained earnings. The Contractor shall meet the requirements by performing the following: 1. Provide annual database with quarterly updates. (The time period covered will be the first quarter through the fourth quarter for each year of the contract.) 2. Compile data from shareholders’ reports of public and actively traded companies in the United States. 3. Provide the following detailed company data series for income and related measures: Employer contributions to pension plans; Employee contributions to pension plans; Liabilities of pension plans; and Employer contributions to health plans. For profits-related measures: 1. Provide quarterly database with weekly updates. (The time period covered will be the first quarter through the fourth quarter for each year of the contract.) 2. Compile data from shareholders’ reports of public and actively traded companies in the United States. 3. Provide the following detailed company data series for corporate profits and related measures: Sales; Profits before tax; Depreciation charges; Special charges; and Dividends. Delivery of quarterly data shall not lag the referenced quarter by more than one quarter. A second channel is required to receive the annual corporate financial data in ASCII format. This service, this secondary means of accessing the data, supports NIWD analysts by facilitating conversion of the corporate financial data into FAME format. The data is dynamically changing data set that is available upon signing in to the Standard and Poor's (S&P) website. Immediately, upon receipt of corporate reports, the vendor shall upload the reports onto their website. The vendor shall provide password access to the website to facilitate easy download of the data into ASCII format. The place of performance shall be at Standard & Poor’s in Centennial, CO. The period of performance shall be for one year from date of award plus 4 one year option periods. The government anticipates awarding a Fixed Price Contract using Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: Standard & Poor’s, The McGraw-Hill Companies, 7400 South Alton Court, Centennial, CO. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
