Description
The Oklahoma City Air Logistics Center Information Technology (OC-ALC/IT) Directorate is responsible for ensuring current and future OC-ALC IT requirements and solutions are implemented and managed through appropriate Air Force processes. To accomplish this mission, OC-ALC/IT provides policy, planning, architectures, standards, resource management and integration of current and future IT requirements and solutions. The requirements for information systems engineering and technical support necessary to support OC-ALC/IT requirements. The additional requirements may include but are not limited to all Tinker AFB existing and future hosted custom, Commercial Off the Shelf (COTS) and Government Off the Shelf (GOTS) application software systems and components and the hardware and infrastructure including dependant data systems and remotely hosted applications on other Department of Defense (DoD) sites or their partnered contractors. (Any system that resides in DoD portfolio management and may be excluded due to current PfM policy limitations or constraints.) The Contractor shall accomplish the following tasks: (1) designing, developing and prototyping enhancements to existing information systems for their operational environment, (2) developing source code and associated documentation, (3) providing hardware and software support, sustainment, and systems integration/consolidation, (4) providing hardware and software identification, installation, tuning and maintenance. These objectives are to be performed in accordance with but not limited to: AFI 33-202, Vol I – Network and Computer Security. Contractor personnel shall be qualified and maintain certifications as listed in the PWS. IAW DoD 8570.01-M Information Assurance Workforce Improvement Program, Chapters 3-4 and Appendices 3 and 4 minimum of 40 percent (40%) by contract start date, 30 percent (30%) in FY09 and 30 percent (30%) in FY10 for a total of 100% Federal Information Security Management Act (FISMA) certified by the end of FY10. AFI 33-119, Electronic Email Management and Use, Paragraphs 1.7-1.9, and 2-8. AFI 33-204, Information Assurance Awareness Program, Paragraphs 16-18. AFI 33-112, Computer Systems Management, Paragraphs 10-15, and 35. AFI 33-114 Software Management, Section B para 8, Section C Para 9-18. Tinker Instruction (TI) 33-532, Network Access, The Contractor shall provide all labor, material, software, transportation and incidentals to design, develop, sustain and enhance new and existing information technology capabilities and initiatives in accordance with (IAW) the PWS. The projected scope of effort for these various task services is outlined in Appendix A – Scope of Effort. The potential exists for the scope of effort to increase or decrease during the performance of this contract. The Contractor shall be responsive to fluctuating schedules and priorities based on the nature of information technology needs and AF mandates. The Contractor shall provide a combination of ALC business process expertise, IT process and infrastructure knowledge, and cognizance of DoD guidance and direction in order to assess, qualify and recommend courses of action for legacy and locally deployed systems, in the context of overall Air Force information technology objectives, direction and constraints. The Contractor shall assist OC-ALC/IT with processes to consolidate and/or migrate information systems and/or requirements to a common operating environment. Therefore, there shall be additional requirements throughout this contract that shall increase or decrease the dollar amount of this contract. The contractor shall perform all tasks necessary to ensure the program meets performance and schedule requirements. All products produced by the contractor in support of this contract are the sole property of the government and shall only be used by the contractor in the performance of this contract. The Contractor shall have depot process knowledge, as well as past performance history to effectively support this requirement.
