- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotes (RFQ) Solicitation RAQ085301. This document incorporates provisions and clauses which are in effect through Federal Acquisition Circular (FAC) 2005-18. This solicitation is set-aside 100% for small business, the North American Industry Classification System (NAICS) code is 332994, Small Arms Manufacturing, and the business size standard is 1000 employees.The Bureau of Land Management at the National Interagency Fire Center has a requirement for 22 ea individulally packaged Colt AR15A2 Rifle Tool Kits; 250 ea individually packaged Spare Part Kits for the Colt AR15A2; 60 ea Colt 20 Round AR15 Magazines; and 20 ea Colt 30 Round AR15 Magazines. The individually packaged tool kits shall be used for repair and maintenance of the AR15 Rifes and must be of the right size and calibration. The individually packaged tool kits shall contain: 1 roll pin holder set with 1ea 1/16", 1 ea 5/64", 1 ea 3/32", and 1 ea 1/8"; 1 ea bolt catch tool; 1 ea pivot pin tool; 1 punch set with driver containing 1 ea 1/16" silver, 1/16" red, 5/64" black, 3/32" blue, 1/8" gray, and 3/16" big; 1 ea sight tool-5 tooth; 1 ea sight tool-4 tooth; 1 ea 1/16 rear sight index tool; 1 ea elevation spring tool; 1 ea barrel nut alignment tool; and 1 ea ejector tool. The Colt AR15A2 individually packaged spare part kits with Colt brand parts only shall contain: 1 ea buffer retainer and spring; 1 ea cam pin; 1 ea disconnector; 2 ea disconnector springs; 1 ea ejector; 1 ea ejector spring; 1 ea ejector pin; 1 ea extractor; 2 ea extractor springs (HD); 1 ea extractor pin; 1 ea firing pin, semi-auto; 1 ea firing pin retaining pin; 1 ea gas rings set (3); 1 ea hammer spring; 2 ea hammer/trigger pins; 2 ea push pin detent and springs; 1 ea selector detent and spring; and 1 ea trigger spring. Colt brand 20 round and 30 round magazines will be used with the AR15 rifles. Due to manufacturer warranty on the rifles all spare part kits and magazines shall be Colt brand only. All items in this announcement shall be delivered by 6/20/2008. All items shall be delivered FOB Destination to the National Interagency Fire Center, Bureau of Land Management, 3833 South Development Avenue, Boise, ID 83705. "FOB Destination" means that all costs for transportation or freight from the shipping point shall be paid by the Contractor and included in the unit price quoted for each item. Upon delivery, the kits and magazines will be visually inspected by the Government for compilance with the contract specifications. No kits or magazines shall be accepted that do not comply with the specifications. Final acceptance shall be the responsibility of the Contracting Officers.The following provisions and clauses apply to this procurement: FAR 52.212-01 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS; FAR 52.212-03 OFFEROR REPRESENTATIONS AND CERTIFICATION; FAR 52.212-04 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS; FAR 52.212-05 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OF EXECUTIVE ORDERS - COMMERCIAL ITEMS (para (b) following clauses apply; FAR 52.219-06; FAR 52.222-03; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36; FAR 52.225-01; FAR 52.225-13; FAR 52.232-33; FAR 52.232-36); FAR 52.204-07 CENTRAL CONTRACTOR REGISTRATION. The full text of these provisions and clauses may be accessed electronically at http://www.acquisition.gov/far or upon request to the Contracting Officer. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications must be completed at http://orca.bpn.gov or completed copy of the FAR 52.212-03 clause must be submitted with the quote. Quotes shall be submitted in writing on a SF 1449 or on company letterhead and must include the company name, point of contact, address, phone number, fax number, DUNS number, the delivery period in terms of the number of weeks or days, the unit price, the extended price, and any prompt payment discount terms. Quotes shall be received by May 20, 2008, 11:00 am MDT to the Bureau of Land Management, National Interagency Fire Center, 3833 South Development Avenue, Boise, ID 83705-5354 or by FAX at 208-387-5574. All responsible offerors may submit a quotation that, if timely received, shall be considered for award.
