Description
The National Geospatial-Intelligence Agency (NGA) intends to solicit on a sole source basis to American Society of Photometric and Remote Sensing (ASPRS). ASPRS will provide technical, scientific, and professional advice and counsel to supplement NGA’s geospatial advancement. This will be accomplished by conducting a series of meetings and workshops, and leveraging educational opportunities and certifications offered by ASPRS. This procurement will be awarded without full and open competition under 10 U.S.C.(c)(3)as implemented in FAR 6.302-3(a)(1)(ii)- Industrial mobilization; engineering, developmental, or research capability; or expert service. The ASPRS is a not-for-profit foundation that is dedicated to advancing the understanding and use of spatial data for the betterment of humankind and the effective operation of public and private organizations. This membership society promotes the responsible application of photogrammetry, remote sensing, geographic information systems, and supporting technologies. The ASPRS Foundation authors a journal, provides a forum for scientific exchange, and is a recognized certification body. No other known body includes such a knowledgeable mix of practitioners and researchers in the specific disciplines compromising GEOINT, imaging and geospatial information sciences and technologies, and their applications across the scientific, governmental, and commercial sectors. It is necessary to award a contract to ASPRS in order for NGA to maintain specific essential research, and developmental capabilities as provided and supported by this not-for-profit institution. A Firm Fixed Priced Contract with a base period and four-one year options is contemplated. An estimated cost of $100,000, including the base period and options, is anticipated. Interested parties may identify their interest and capability to respond to the requirement. This Notice of Intent is not a request for competitive proposals. Responses must be received within 7 calendar days of the publication in FedBizOpps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
