- This is a Sources Sought Announcement for a commercial item, prepared in accordance with the subparts in Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The Department of Veterans Affairs (VA), James A. Haley A. Haley Veterans Hospital, located in Tampa, FL, is conducting a market survey to determine the availability of small businesses capable and interested in providing ambulance service for the James A. Haley Veterans Hospital, Tampa, FL. Solicitation number VA-248-08-RQ-0312 applies and will be issued as a request for quotation. This procurement is subject to the availability of funds. The ambulance service will be responsible for an estimated 250 each Basic Life Support calls per year (est. 6,600 miles/year) and an estimated 72 each Advanced Life Support calls per year (est. 440 miles/year). Standard response time shall be within 45 minutes and Urgent/STAT response time shall be within 30 minutes. Contractors will be considered only if they are regularly and currently established in the medical facility ALS and BLS ambulance business. Contractors shall currently meet all requirements of Federal, State, County, and City code to provide ambulance service. Patients will be transported to and from anywhere within the southeastern United States. Provide 24/7 ambulance services 365 days/year for the James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd., Tampa, FL 33612, in accordance with terms and provisions of solicitation, for the period July 1, 2008, through June 30, 2009, with option to extend one additional year. A written solicitation will be issued. The North American Industrial Classification (NAICS) Code is 621910 and the business size standard is $6.5 million. The number of responses to this sources sought announcement will determine if sufficient competition exists in the small business community in order to set this procurement aside for small business concerns (especially service-disabled veteran-owned small businesses [SDVOSB] and veteran-owned small businesses [VOSB], both of which are encouraged to respond). Please demonstrate interest by responding to this Sources Sought Announcement no later than 1:30 p.m. on May 20, 2008. Your response must identify your company name, point of contact, contact information, Dun & Bradstreet number, business size, and if you are (by definitions in the FAR) any of the following: small business, 8(a) business, woman-owned, veteran-owned, service-disabled, veteran-owned, or HUB-zone certified. Your response must include a capability statement (1-page maximum). Also, state if you have a GSA/Federal Supply Schedule contract, or any other government contract for ambulance services, which can be utilized by the VA. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. THE VA IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. THE VA RESERVES THE RIGHT TO SOLICIT THIS SERVICE AS APPROPRIATE.
