Description
The National Center for Environmental Health (NCEH) of the Centers for Disease Control and Prevention (CDC) intends to award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract with four (4) one (1) year option periods to the National Environmental Health Association (NEHA), 720 South Colorado Blvd., Suite 1000N, Denver, Colorado, 80246-1904. Services to be provided will be accomplished by up to a not-to-exceed (NTE) maximum IDIQ $3,000,000.00. Task Orders issued under the awarded contract shall be issued on a firm fixed price basis. The purpose of the proposed contract is to provide training for environmental health practitioners. Examples of the training topics that may be requested include, but is not limited to, National Environmental Public Health Performance Standards (NEPHPS), Integrated Pest Management (IPM), Environmental Health Emergency Response (EHERT), Essential Services of Environmental Health, Land Use/Built Environment, Drought Planning, Marketing and Communication in Environmental Health, Environmental Public Health Leadership Institute. As part of its mission, the Environmental Health Services Branch (EHSB) of CDC's National Center for Environmental Health has defined roles and responsibilities to strengthen the role of state, local and national environmental health programs and professionals to better anticipate, identify and respond to adverse environmental exposures. NEHA is the only professional society and national association exclusively representing environmental health professionals in both the private and public sectors. Therefore, uniquely, their members are the individuals performing the work and delivering the environmental health services, training and education that are nationally recognized in the environmental health profession. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The National Environmental Health Association, is the only source available to provide services that meet mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications to perform the effort, in writing to Ms. Pamela A. Woodard via email at plw9@cdc.gov with the solicitation number (2008-52856) referenced in the subject line, no later than 5:00 pm Eastern Time, 17 June 2008.
