Competitive Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) No. F1A3A98057AQ01. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. The North American Industry Classification System code is 811213 at $6.5 M size standard. LINE ITEM 0001: Provide maintenance service support for 10-channel P25 UHF site for the NCR-MDW LMRS. tiny_mce_marker ________ PER MONTH x 12 MONTHS = tiny_mce_marker ________________. LINE ITEM 0002: Provide maintenance service support for 125 P7100 portable handheld LMRs. tiny_mce_marker ________ PER MONTH x 12 MONTHS = tiny_mce_marker ________________. Period of Performance: 01 Jun 2008 - 30 May 2009. LINE ITEM 0003: Provide maintenance service support for 15 M7100 mobile LMRs. tiny_mce_marker ________ PER MONTH x 12 MONTHS = tiny_mce_marker ________________. Period of Performance: 01 Jun 2008 - 30 May 2009. LINE ITEM 0004: Provide maintenance service support for 9 desktop stations. tiny_mce_marker ________ PER MONTH x 12 MONTHS = tiny_mce_marker ________________. Period of Performance: 01 Jun 2008 - 30 May 2009. The item description is as follows: The Government intends to award a maintenance service contract on Bolling AFB to maintain its M/A-COM Land Mobile Radio System (LMRS) located in Bldg 1302, Blanchard Barracks, Room 810. The Contractor shall perform in accordance with the Statement of Work attached (RFQ F1A3A98057AQ01). FAR PROVISIONS: The provisions at 52.212-1, Instructions to Offerors-Commercial Items. This requirement will be a 100% Set-Aside for Small Business. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration, (IAW FAR 4.1201 prospective contractors must be registered in the Online Representative & Certification Application (ORCA) at http://orca.bpn.gov ) The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Late offers - Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is late and will not be considered. The following clauses apply to this acquisition as follows: 52.252-5: (b) DFARS (Chapter 2), 252.225-7000, and 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Past Performance 2) Technical Capability and 3) Price. Note: Technical and past performance, when combined, are more important. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offeror must include, with its offer, a completed copy of provision FAR 52.212-3 in full text. FAR CLAUSES: The clause at 52.212-4, Contract Terms and Conditions-Commercial Items is hereby incorporated. Addendum to FAR Clause 52.212-4 applies to this acquisition. The following clauses have been included by Reference: 52.209-6, 52.242-15, 52.252-6, 252.204-7003, 252.212-7001, 252.225-7001, 252.225-7002, 252.232-7003, 252.243-7001, 252.246-7000. The following clauses have been included by Full Text: 52.252-2, 252.212-7001, 5352.201-9101, and 5352.242-9000. Contract Terms and Conditions Required to Implement Status of Executive Orders-Commercial Items apply to this acquisition, specifically, the following cited clauses: 52.203-3, 52.203-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.222-37, and 52.232-33, 52-333-3, and 52.333-4. *(End of Clause) All responses must be received no later than 15:00pm Eastern Standard Time on 28 May 2008 and should be sent to michael.lee@afncr.af.mil. An official authorized to bind your company shall sign the offer. This requirement will be a 100% Set-Aside for Small Business. To be eligible for an award, all contractors must be registered in the Central Contractor Registration (CCR). The Contractor must also be an authorized service center provider and a manufacturer representative for M/A-COM Inc.
