- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. RFQ No. 08CRQQ0205, this solicitation is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-25. The North American Industry Classification System (NAICS) Code for this requirement is 238220, which is $13.0 Million per year averaged over last 3 years. (See Numbered Note 1).1. The following provisions are applicable to this acquisition: GS0301-General Requirements; The contractor shall furnish all facilities, labor, and materials to provide goods/services in accordance with the terms and conditions herein and the specifications set forth below, entitled "statement of work/specifications.". 52.237-01-Site Visit; Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. It is requested that questions be submitted in advance, in order that attendance at the site visit will prove most beneficial to prospective offerors. In order to be considered, all questions must be received via e-mail by May 27, 2008. QUESTIONS AND ANSWERS: Question No., RFQ 08CRQQ00205, Section, Page No., Paragraph No., Question, Answer. GS2301-Single Award; Offers will be evaluated on the basis of total aggregate price for all items that meets the specifications below. Offerors are required to submit prices on each separately priced line item listed in the line item summary above, or to indicate that the item is "Not Separately Priced" (NSP). An offeror's failure to submit a price (or enter NSP) on all items will require rejection of the quote as nonresponsive. 52.212-03-Offeror Representations and Certifications-Commercial Items. GS2115-Independent Review of Protests to the Agency; Interested parties may request an independent review at a level above the Contracting Officer of protests filed directly with the agency. This review is available as an appeal of the Contracting Officer's response to the protest. Requests for independent review shall be submitted to the Chief of the acquisition office issuing the solicitation, who will designate the official(s) to conduct the independent review. The following clauses are applicable to this acquisition: Statement of work/specifications: 1. GENERAL: The USGS Geomagnetism Group operates and maintains a magnetic observatory north of Boulder, CO. The observatory sits on the Table Mountain Antennae Site. Onsite there are a variety of buildings that are used to monitor the magnetic field of the Earth. Much of the equipment utilized in these buildings are temperature sensitive and require a constant temperature for proper functionality. There are two buildings of concern in this solicitation: The Coil Building and the Coil Control Building. 2. BACKGROUND: The Coil Control Building and Coil Building sit approximately 75 to 100 feet apart. Currently, there is a HVAC system installed (Package Unit) next to the Coil Control Building that supplies conditioned air to both the Coil Control Building and the Coil Building. This system is to remain in place and be redirected to supply air only to the Coil Building. The thermostat will also need to be relocated from the Coil Control Building to the Coil Building. 3. WORK TO BE PERFORMED BY CONTRACTOR: The Contractor shall: 1. Design (load calculation to properly size HVAC System), furnish and install the HVAC system for the Coil Control Building. 2. Remove current HVAC air ducts to Coil Control Building and close off/seal building openings and duct openings. 3. Relocate thermostat to the Coil Building. In addition to the work mentioned above. This building is of typical wood frame construction with Hardie Board Siding. This building also contains electronics which add to the heat of the building. The Coil Control Building is approximately 12 foot by 12 foot by 10 foot. System Requirements: 1. Ductless mini-split system (heat pump) with electrical strip heating (approximatelt1800 Btu) to include outdoor unit and below ceiling indoor unit. This system is to be controlled by one auto-changeover thermostat. 2. Maintain a temperature of 70 degrees Fahrenheit +/- 5 degrees Fahrenheit year round. 3. Auto-Changeover Thermostat to achieve auto-switching between heating and cooling. 4. Ambient Control, winter start-up. 5. Wind baffle to protect the outdoor equipment from the environment. 6. Outdoor Unit is to located at concrete pad to the rear of the Coil Control Building. Pad size is approximately (4ft x 5ft). Field verify dimensions. Provide clearance as recommended by the manufacturer. 4. DELIVERY AND INSTALLATION, AND THERMOSTAT RELOCATION: Delivery and installation and services for the Thermostat Relocation are to be started after June 19, 2008 and to be completed by no later than July 1, 2008. Notify Andy Woods 24 hours in advance of delivery and installation for site access. 5. ADDRESS FOR DELIVERABLES: All deliverables shall be delivered and installed at the following address:U.S. Geological Survey, Geomagnetic Observatory, 8600 N. 29th Street, Longmont, CO 80503. 52.223-03-Hazardous Material Identification and Material Safety Data. 52.237-02-Protection of Government Buildings, Equipment, and Vegetation. GS0721-Inspection and Acceptance Period; (a) It is anticipated that inspection and acceptance shall be completed by USGS personnel within 14 days after delivery of all completed deliverables by the contractor, at which time the contractor will be informed of any deficiencies or of final payment approval, (b) Accordingly, subparagraph (a)(5)(i) of the clause FAR 52.232-25, Prompt Payment, is hereby modified to increase the constructive acceptance period to 14 days. If the Government subsequently rejects the items, and repair or replacement cannot be effected within the contract delivery date, the contractor may request that the contract delivery date be extended one day for each day the Government required for inspection in excess of the above allotted inspection period. 52.212-05-Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items Including Paragraphs (b) (5), (15), (16), (17), (24), (28), (31), and (36). 52.000S-5026-Invoice Requirements; INVOICE REQUIREMENTS. Invoices must be submitted in original and 1 copy to the "Billing Office" designated on this order. To constitute a proper invoice, the invoice must include the information required by paragraphs (a)(3)(i) through (a)(3)(x) of the clause 52,232-25, Prompt Payment. Electronic funds transfer (EFT) banking information is required to be submitted with or before the invoice only if the Contracting Officer has exempted the vendor from CCR registration. 52.204-07-Central Contractor Registration. 52.212-04-Contract Terms and Conditions-Commercial Items. 52.247-35-F.O.B.
