Description
This is not a request for either a quote or proposal. The intent of this pre-solicitation synopsis is to identify potential offerors to perform excavation of a borrow pit in order to create a stockpile of material that shall be used as landfill cover. The Contractor will be responsible for excavating 13,000 cubic yards of dirt approximately 4 times a year. Work is to be performed at the Base Landfill Borrow Pit located off Piney Green Road adjacent to the Base Landfill at Camp Lejeune. Excavated material shall be hauled to the new stockpile area approximately 6/10 of a mile from the borrow put. Contractor shall also be responsible for reseeding the existing and new stockpiles. Camp Lejeune is located in Jacksonville, Onslow County, North Carolina. Complete, detailed specifications will be provided with the solicitation. The NAICS Code for this procurement is 562212 the annual size standard is $11,500,000.00. The proposed contract listed here is being considered for 100 % set-aside for small business (SB) or HubZone. Interested SB or HubZone concerns should, as early as possible but not later than three (3) days of this notice, indicate interest in the acquisition by notifying the contracting officer listed below. The Government is contemplating an indefinite delivery, indefinite quantity (IDIQ), performance-based contract with a base period of one (1) year plus four (4) option years. The total term of the contract, including all options, will not exceed 60 months. In certain circumstances, the Government may require the Contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. This is a new procurement. It does not replace an existing contract. Offerors can view and/or download the solicitation at www.neco.navy.mil and www.fedbizopps.gov/ when it becomes available. The solicitation will be available on or about 16 May 2008. The estimated date for receipt of proposals is on or about 27 May 2008. The solicitation will be available in electronic format only. The solicitation will utilize evaluation factors including price, past performance and technical ability to meet the Governments need.
