Description
U.S. Embassy Bamako, Mali Public Affairs Office Performance Work Statement Anti-Conflict Radio Serial Drama Programming 1 GENERAL INFORMATION 1.1. THE TASK: The contractor shall produce and package 270 one-hour radio serial drama programs, ready for broadcast on the WorldSpace radio system, for MIST Mali. The contractor shall consult with the Project Officer and/or a designated representative of the Project Officer to further define and/or validate the requirements and communications objectives identified below. The purpose is to ensure customers requirements are well defined and that the resultant radio production will effectively accomplish the customers purpose. 1.2 IDENTIFICATION, AUDIENCE AND PURPOSE 1.2.1. PROPOSED TITLE: Conflict Resolution Serial Drama Radio Programming 1.2.2. PURPOSE: To promote increased awareness and behavioral change in peaceful conflict resolution, religious tolerance and to address health and education issues throughout Mali through radio serial drama. 1.2.3. AUDIENCE: General Population of Mali. 1.2.4. KEY POINTS TO BE COMMUNICATED: a.Peaceful conflict resolution techniques (25% of programming) b.Religious tolerance (25% of programming) c.General Health (5% of programming) d.General Education (5% of programming) e.Plot development (40% of programming) 1.2.5.ESTIMATED LENGTH: 270 one hour programs. Each program will be divided into four 15 minute segments. The four segments will correspond to a unique serial drama in one of four local languages. The local languages will be Bambara, Tamasheq, Hasanya, and Songhay. 1.2.6.INTENDED FOR PUBLIC RELEASE: Yes 1.2.7. DISTRIBUTION MEDIUM: Radio 2. PRODUCTION REQUIREMENTS 2.1. The contractor shall maintain an office in Bamako, Mali to coordinate with the Project Officer oversight of the project and manage production. The Project Officer will work closely with the contractors office manager to ensure work is on schedule and meets the intent of the project. 2.2. STANDARDS FOR PRODUCTION. Program production shall utilize the Sabido methodology for behavior change communications. 2.3. The contractor shall develop a ten second program identifying jingle that will be run for the first ten seconds of the programming and the final ten seconds of the programming. This will leave 14 minutes 40 seconds of time for the serial drama programming. The Project Officer will have final approval for the jingle. The jingle shall be provided to the Project Officer on a Compact Disc (CD). 2.4. The contractor shall also develop a graphical identifying logo for the program. The general guidelines for the logo will be provided by the Project Officer. The Project Officer will have final approval for the logo. The logo shall be provided to the Project officer in an electronic format (ie. powerpoint or similar publishing software). 3. CONTRACTOR PRODUCTION STAFF. The proposed key personnel provided by the Contractor must have relevant experience to their respective positions in support of this contract. The Contractor shall provide one dedicated Program Manager for general Project oversight. The Program Manager shall be capable of making strategic assessments and advising the US Government Representative on project issues. The Project Manager shall be the most senior member of the team and the point of contact between the Government and the Contractor for the entire period of performance. 3.1 Program Manager. The Program Manager shall have at least an undergraduate degree in Communications, Business, or a degree proven to be the equivalent of such a degree; experience as a Program Manager leading/managing Radio Programming Projects in Mali. 3.2 Producer. The Producer shall have at least an undergraduate degree in Communications, or Fine Arts, or a degree proven to be the equivalent of such a degree; experience creating and producing Radio Programming Projects in Mali. 3.3 Soap Opera Trainer. The Trainer shall have at least an undergraduate degree in Communications, Language or Fine Arts, or a degree proven to be the equivalent of such a degree; experience overseeing script writing of Radio Programming Projects in Mali. 3.4 Other Team Members. The proposed personnel provided by the Contractor on the project must have relevant experience for their respective functions in support of this contract. The other members of the Contractors team shall possess an undergraduate degree; principal staff experience in the planning, preparation, and execution of similar projects The offeror shall address the proposed team members qualifications in the following languages: Bambara, Tamasheq, Hasanya, and Songhay. 3.5 The Contractor agrees that a partial basis for award of this contract is the list of key personnel proposed. Accordingly, the Contractor agrees to assign to this contract those key persons who were submitted with the proposal to fulfill the requirements of the contract. No substitution shall be made without prior notification to and concurrence of the Contracting Officer. During the first ninety days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. All proposed substitutes shall meet or exceed the qualifications of the person to be replaced. The Contracting Officer shall be notified in writing of any proposed substitution at least ninety days in advance of the proposed substitution. Such notification shall include: (1) an explanation of the circumstances necessitating the substitution; (2) a complete resume of the proposed substitute; and (3) any other information requested by the Contracting Officer to render a judgment whether or not the Contractor is maintaining the same quality of personnel that provided the partial basis for award. 4. PROFESSIONAL TALENT/NARRATOR. The term professional talent is defined as an individual whose income, in whole or in part, is derived by appearing in entertainment and/or industrial productions produced by a profit making company; and who has been in similar roles as the one being cast in a professionally produced radio production. 4.1. The Project Officer reserves the right to disapprove the selection of talent. 5. RESEARCH PROCESS. 5.1 The contractor, prior to production, shall conduct formative research to assist in the formation of the programming content and cultural emphasis required to affect behavior change from the programming. The research shall include literature review of the issues being addressed and qualitative research of potential audience members. This research will also operate as a baseline study showing the familiarity, perceptions, and behavior patters relating to the subject by the audience. The research findings shall be submitted to the production team, as well as the Project Officer, in MS Word 2000 compatible format as an electronic mail attachment. 5.2 During the broadcast of the serial drama, the contractor shall take samplings of the community radio stations to conduct qualitative research to ensure that the audience is receiving the programming and understanding the message. The contractor shall submit findings monthly to the production team, as well as the Project Officer, in MS Word 2000 compatible format as an electronic mail attachment. 6. TRAINING 6.1 Prior to production, the contractor shall conduct a training workshop in Bamako, Mali with the production team. The training shall be used to train the producers and writers of the serial drama in the methodology for creating the program. The findings from the formative research shall be used to guide the production of the program with the pre-approved messages provided by the Project Officer. 6.2 During the training, the production team shall produce four (4) pilot programs, consisting of the first four (4) programming episodes, to be field tested by a focus group. Before being sent to a focus group the contractor shall submit the script to the Project Officer for approval. The Project Officer will direct the contractor of changes required. The contractor shall take the findings from the focus group and guide revisions to be made. 7. SCRIPTING AND APPROVAL. 7.1. Scripting is required; contractor shall provide all materials, labor, and travel expenses necessary for the development of the final script. All scripts are dependent on approval by the Project Officer, prior to production. A complete script shall consist of a complete days programming (all four 15 minute segments). All script items shall be initially written in French. The contractor shall provide a translated copy of the script in English, to the Project Officer, MS Word 2000 compatible format as an electronic mail attachment. The scripts shall be submitted to the Project Officer in groups of thirty programs (approximately one month of programming), no later than 90 days prior to scheduled broadcast. The Project Officer will notify the contractor of any content changes that are required. The contractor shall have the production team revise the scripts and resubmit the changes to the Project Officer. The Project Officer will again review the scripts for approval. Once the scripts are approved the Project Officer will give their approval for the contractor to translate the scripts into the appropriate local language and use the approved scripts to begin recording of the programming. The contractor shall have the production team finalize and approved script no later than 75 days prior to the scheduled broadcast. 7.2. Minor changes in dialog and in effects often occur during production to enhance the production value. Upon completion of the production, the contractor shall provide a report that reflects all changes made during the production. See paragraph 10.1. 7.3. The contractor shall submit to the Project Officer, all three versions of the scripts used in production (French, English, and Local Language) when submitting the completed program. 7.4. The contractor shall understand that a percentage of submitted scripts will be randomly selected to be translated by a third party for quality assurance. CONTRACTOR NOTE: Contractor shall not proceed to Production until approval of final script and authorization by Project Officer. 8. PRE-PRODUCTION 8.1. Prior to production the contractor shall coordinate with the community radio stations in Mali the start of new programming. The contractor shall work with the community radio stations to promote the new program prior to its initial broadcast. 8.2. The contractor shall confirm that the community radio stations have an operational WorldSpace Radio receiver and are aware of the broadcast times of the programming on WorldSpace Radio. 9. PRODUCTION 9.1. Contractor shall provide the weekly recording schedule to the Project Officer by electronic mail attachment. The weekly schedule shall be submitted to the Project Officer no later than the Friday of the previous week of recording. 9.2. The contractor shall produce the programming from the approved scripts. The contractor shall submit to the Project Officer a copy of the produced programming no later than 60 days prior to the scheduled broadcast of the program. 10. POST PRODUCTION. 10.1. Upon production of the programming, the contractor shall submit to the Project Officer an itemized list of changes to the approved script that went into production. 10.2. The contractor shall not release any programming without the written consent of the Project Officer. 10.3. The contractor shall with the approval of the Project Officer submit the programming to the WorldSpace Radio system for broadcast. The contractor shall submit confirmation that the programming was successfully received by WorldSpace Radio to the Project Officer via electronic mail. 11. PROJECT COMPLETION SEQUENCE. Upon completion the contractor shall conduct a quantitative study to measure the change in attitudes and behavior since the broadcast of the programming. The study shall be compared with the baseline research that was conducted prior to production. The contractor shall submit the final report to the Project Officer in MS Word 2000 compatible format as an electronic mail attachment, no later than 90 days after the final program broadcast. 12. CONTROL OF CREATED MATERIALS. All materials created and produced for this project, to include but not limited to scripts, jingles, logos, and ready for broadcast programming, shall be the property of the United States Government. 13. IN-PROCESS REVIEW AND APPROVAL. The items checked below are materials to be approved and/or delivered to the Project Officer within the time limits specified. The contractor shall be notified of approval, conditional approval or disapproval on each item within the number of days stipulated for review. All approvals shall be in writing and forwarded to the Project Officer. Verbal approvals shall be followed up in writing within 5-10 days after verbally stated.
