- Description
- The WAMA Technical Advisor, in collaboration with the Executive Secretary shall provide capacity building technical assistance, guidance and overall direction on the development and execution of WAMA activities. The Technical Advisor, in collaboration with the WAMA Executive Secretary shall provide managerial and technical support to WAMA activity managers and staff and help build staff capacity within WAMA. Description of duties and responsibilities for the Technical Advisor: 1. The technical advisor shall facilitate organizational capacity assessment to determine areas of organizational and institutional capacity needs for WAMA to manage and deliver quality services and the capacity to engage with the communities, NGOs, donors, and the Government of Tanzania. 2. The Technical Advisor shall specifically facilitate the following: a) Assessment of the financial management capacity to determine whether financial systems, polices and regulations are in place, determine availability of resources/funds for WAMA to implement their programs, sustainability, capacity to manage funds and accountability. b) Determine staff ability and capacity in program design, management and implementation, monitoring, evaluation and reporting c) Determine the availability of required number of staff based on work load, professional skills required human resource and administration policies, guidelines and systems. d) Assess the organization’s capacity to network and collaborate with other stakeholders for delivery of quality programs. 3. Based on the recommendations of the assessment, the Advisor shall take the lead in facilitating the development of organizational capacity building interventions including the design of training programs for WAMA staff. 4. Interface with current an potential donors, UN agencies, non-governmental organizations, and others working in the assigned country in order to fund-raise and identify opportunities for program expansion and growth. 5 Liaise as needed with the funding institutions and all stakeholders affected by or interested in the program to achieve results. 6. The advisor shall advise and facilitate WAMA employees’ abilities to understand and use organizational process skills in development to strengthen effective institutional processes in incumbent NGO. He/She will also contribute to general capacity-building strategy for targeted local partners including participation in the development and delivery of training workshops and other capacity building interventions 7. The Incumbent shall promote strategic management approaches for WAMA employees by providing analytic tools and methods to guide the direction of WAMA to potential levels of sustainability. 8. Advise and support WAMA to take the Strategic Framework to another level by designing annual work plans and budgets. The incumbent shall also provide advise on priority setting. 9. Collaborate with the leadership of WAMA foundation and other partners such as government ministries, NGOs, international organizations and other institutions to support WAMA in all aspects of planning, administration and management of its programs. 10. Seek to collaborate with government ministries and civil society organizations in the overall management of the activities and responsible for coordination and leadership of programs. 11. Engage and manage short term consultants as they carry out their assignments; ensure timely and quality program inputs by staff and consultants. 12. Work closely with WAMA staff and partners (grant recipients) to prepare Monitoring plans, identify and monitor targets in compliance with M&E plan, maintain and facilitate joint operational plans, and develop or refine methodologies over time. 13. Ensure compliance with all WAMA policies and procedures. 14. In the interim, write manuals, booklets and stories for posting on the website and to be used in program activities.
