- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Clemson University Research Foundation of Clemson, South Carolina for the purchase of a Ball Bar Calibration Machine under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Precision Engineering Department of NIST’s Manufacturing Engineering Laboratory requires a Ball Bar Calibration Machine to calibrate long scale bar to accommodate increased need for this type of artifact (scale bar). This increased need is due to the recent publication of SAME B89.4.19, which requires the use of a reference length (which can be established using a scale bar) for laser tracker testing. Sole source determination is based on NIST’s need for a Ball Bar Calibration Machine that is capable of providing calibrations of laser tracker measuring systems using reference artifacts. These artifacts are typically cylindrical, approximately 2.3 meters in length, and have kinematic nests at their ends. These kinematic nests hold spherically mounted retroreflectors, which are used as measurement targets for laser trackers. Since the Ball Bar Calibration Machine is of a design and manufacture that is proprietary and unique to the Clemson University Department of Mechanical Engineering, and meets all of NISTs specifications and requirements, we require this order to be sole sourced to Clemson University Research Foundation. A Sources Sought notice for this requirement was posted on FedBizOpps from March 27, 2008 through April 9, 2008. No vendors responded to this Sources Sought notice except the Clemson University Research Center. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor’s commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on May 26, 2008. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
