Description
The General Services Administration (GSA) announces its intent to issue an Invitation to Bid (IFB) for a construction contract for the National Capital Region to perform general construction services to install perimeter security planters on the exterior grounds surrounding the Harry S Truman (HST) Department of State (DoS) Building in Washington, DC. The DoS Building, know as the Harry S Truman Building (commonly called New State), occupies a two-block area in the northwest section of Washington, DC, bounded by E Street on the north, C Street on the south, 21st Street on the east, and 23rd Street on the west. The site measures approximately 11.8 square acres. The security requirements for this contract require US citizens or Workers with Green Card Status. Contractor will be required to provide personnel information to facilitate background checks. This will be a firm, fixed price contract. One contract may be awarded. The estimated construction cost for the perimeter security planter project is between $500,000.00 and $1.000,000.00. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Sealed Bidding procedures in accordance with FAR Part 14. This solicitation will be set-aside exclusively for small 8(a) business firms in accordance with FAR 19.8. GSA encourages professional firms to participate as prime contractors, or as members of joint ventures with other small 8(a) businesses. Consideration is open to established, qualified firms which currently have active, properly staffed offices within the continental United States (including subcontractors). The IFB will be issued electronically on or about May 23, 2008, on the internet at http://www.fedbizopps.gov/, and proposals will be due 30 calendar days after IFB issuance. The technical drawings and specifications will be uploaded to the FedTeds system through a link in the IFB from FedBizOpps. Interested parties are encouraged to register, in advance, for access to the FedTeds system. Since access may take up to 48 hours to obtain, all qualified firms are encouraged to immediately register at https://www.fedteds.gov/fedteds/registration.nsf/frm.Vendor.Registration.Requirements?OpenForm.
