Description

The 184th CES, KSANG, McConnell AFB, Kansas intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract to provide all labor, transportation, materials, tools, equipment and supervision necessary for the construction offacilities for an Air Support Operations Squadron (ASOS) in accordance with plans and specifications. Magnitude of this project is between $5,000,000.00 and $10,000,000.00. Completion time is anticipated to take approximately 540 calendar days from Notice to Proceed. Project Number VUBV069101. This project involves the construction of facilities for an Air Support Operations Squadron (ASOS): 19,100 S.F. office building (for the squadron offices and maintenance bays) with a 16,650 SF Storage facility (HMMWV wheeled vehicle storage) and a 1,800 SF wash rack located on-site. The ASOS building is comprised of several offices, a multi-purpose room, break room, vehicle maintenance bays, supply storage rooms, a weapons vault, mechanical and electrical rooms. Construction materials in this building include: floors: Concrete floor slabs with tile, VCT and carpet. Walls: Brick on block (CMU) construction on exterior, with CMU and gypsum board on metal stud walls on interior, paint, vinyl wall covering. Ceilings: Mixture of Gypsum board (coffered and bulkheads) on metal studs and 2x2 lay-in ceiling. Roof: Standing seem metal roofs on rigid insulation over steel cold formed joist: Mechanical: Heat pump units, with geothermal ground source field and loop, fire sprinkler system with 60,000 Gallon storage tank, Typical HVAC and plumbing. Electrical: fluorescent lights (parabolic), outlets, A/V, Data and voice, Mass notification, fire alarm system. The office building will have several options: Horizontal blinds, lockers, architectural specialties, porcelain tile, vinyl wall covering, signage, operable partitions, and repairing sewage lagoon fences. The vehicle storage area (attached to the office building) and the separate wash rack will include: Floors mainly sealed concrete. Walls: Brick on block, with fixed wood shelves at storage rooms, Ceilings, paint or (exposed). Roofs: Standing seam metal roofs on building insulation on cold formed steel joist. The site will include concrete at the vehicle storage area with sitelighting, asphalt parking lot at the front office area, AT-FP concrete fence barriers, an operable arm gate. The site at the wash rack will include new concrete and asphalt access roads and service area around the building, a tie into the existing water recycling system. All responsible firms may submit a bid. The North American Classification is 236210 and the size for Small Business is $31M average annual receipts for the past 3 years. This project is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitive Demonstration Program. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the bid. The solicitation will be issued on or about May 9, 2008. A pre-proposal conference will be conducted on or about May 15, 2008 at 1:00 PM. local time at Headquarters, Bldg. 6001, Smokey Hill Air National Guard Range, Salina, Kansas for the purpose of briefing on the proposal requirements, answering questions regarding this solicitation and conducting a site visit. All interested contractors are encouraged to attend the pre-proposal conference and should be aware of the requirements for admission to the base. The solicitation closing date is scheduled on or about June 9, 2008. Actual dates and times will be identified in the solicitation. Interested bidders must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available on the web at http://www.ngks.net. All contractors and subcontractors interested in this project should register at this site. The Plans and specifications will be available only from this website. A link to this site can be found under Plans at the solicitation website. No telephone requests will be accepted. For security reasons, all potential bidders, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and this site in order to view or download the plans or drawings.
