Description
This is for information purpose only. The Centers for Disease Control and Prevention (CDC), Division of Laboratory Sciences, intends to award, on a sole source basis, a purchase order to PerkinElmer, 710 Bridgeport Avenue, Shelton, CT 06484. The authority for this sole source procurement is FAR 13.106-1 and FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy the agency requirement. The Division of Laboratory Sciences (DLS), Newborn Screening Quality Assurance Program produces more than 1.3 million dried blood spots per year. DLS is the only program in the world to make, characterize, and distribute the dried blood spot materials to almost 500 laboratories world wide. DLS uses the PerkinElmer Victor D instruments for PerkinsElmer Delia time-resolved fluorescence (TRF) assays to test the dried blood spots that is produced. Several TRF assays have been added to DLS testing program and another Victor D instrument is required so that analysists have the ability to read assays. PerkinsElmer is the only manufacturer of the Victor D instruments which must be used with the PerkinElmer Delfia TRF assays. This technology is present in many State newborn screening laboratories that DLS supplies dried blood spot quality assurance materials so it is imperative that TRF methods are maintained. Firms that believe they can provide this instrument are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
