- The U.S. Fish and Wildlife Service, Region 1 office in Portland, Oregon has a requirement for a contractor to supply all labor, tools, and equipment necessary to complete routine alteration and repair services at any location within Malheur National Wildlife Refuge. An Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be awarded for one base and four option years. The minimum quantity of services to be ordered by task order against this contract during the base year is $2,000.00. The maximum quantity of services to be ordered annually under this contract is $50,000.00. This will be a "best value" procurement with award based on the following factors: past performance, proximity to the Refuge, and price. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Refuge will provide all materials for the projects except for heavy equipment such as backhoes, and dump trucks, etc. Services include but are not limited to the following: roofing, drywall, siding repair, deck replacement/repair, door, window, and insulation installation, concrete repair/replacement, dirt work including trenching and backfilling for water and electric lines, repairs to metal walkways and guard rails, fence repair/building, and painting. Solicitation number 101818R402 including all attachments shall be made available within approximately 15 days of the issued date of this Pre-solicitation Notice and will only be available electronically through a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at www.fedbizopps.gov or www.nbc.gov. The solicitation response date has not yet been determined. No further notice will be posted on FedBizOpps. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) www.bpn.gov. NOTE: This acquisition is set-aside for small business concerns; however, the government is accepting quotes from large businesses. In the event of insufficient small business concern participation, award will be made to participating large business. The associated North American Industry Classification System Code (NAICS) for this acquisition is 238990. The Product Service Code (PSC) is Z159 and small business size standard is $13 million.
