Description
It is anticipated that RFP 528-08-RP-0143 will be issued on or about May 23, 2008. The solicitation will be issued subject to the availability of funds and unrestricted pursuant to the Small Business Competitiveness Demonstration Program of FAR 19.10 as to qualifying business size for competitive responses, except that this is a cascaded solicitation to allow maximum opportunity for participation to the following socio-economic classifications (in descending order of priority): Service-Disabled Veteran-Owned Small Business; Veteran-Owned Small Business; SBA Certified Small Disadvantaged Business, and HUBZone Small Business. Written, faxed, or e-mailed requests for the solicitation are required, including company name, address, POC, telephone voice number, fax number, and e-mail address. No telephone requests will be accepted. The solicitation documents will be available from the Contracting Officer on CD and no paper copies will be provided. Except for potential solicitation amendments, no other solicitation documents will be posted electronically at fbo.gov. Work includes all labor, material, equipment and supervision necessary to Correct Facility Condition Assessment (FCA).Electrical Deficiencies. The contract will encompass work on panel boards, safety switches, fusible switches, breakers, trip units, life safety branch circuits, normal and emergency feeds, transfer switches, lightning protection, variable speed drives, etc. All work will be performed at the VA Medical Center, Syracuse, NY. Attendance at a pre-proposal meeting tentatively scheduled for sometime during the week of June 16, 2008 is considered essential. The date, time and location of this meeting will be posted at fbo.gov when the solicitation is issued. The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is not a Sealed Bid Procurement. The following factors (listed in descending order of priority) shall be used to evaluate offers: Construction Management, Price, Proposed Team, Proposed Construction Schedule, and Past Experience & Past Performance. Technical Factors when combined are slightly more important than Price. Offerors are advised that if technical proposals in the competitive range are essentially equal, award will be made on the basis of the lowest price. Estimated total construction cost is between $2,000,000 and $5,000,000. NAICS code is 238210 and the small business size standard is $13M.
