Description
The US Army Space and Missile Defense Command (USASMDC) intends to issue a competitive 100% 8(a) small business set-aside for the continuance of the operation and maintenance (O&M) of the Simulation Center (SimCtr). The Simulation Center is a long-term program of 25-plus years. The principal objectives of this acquisition are technical services, operation, maintenance, security, and management requirements for the SimCtr. The SimCtr is a self-contained fully operational computer center that provides a consolidated facility to support USASMDC and Missile Defense Agency (MDA) mission essential modeling and simulation, analyses, test and evaluation, and experimentation and operates as an Allocated Distributed Center of the Department of Defense (DoD) High Performance Computing Modernization Program Office (HPCMP) site and obtains computing upgrades via the HPCMP. The SimCtr serves as a centralized resource for classified and unclassified supercomputer processing, parallel processing, data visualization, modeling and simulation, Computational Fluid Dynamics (CFD), networked communications, software development, as well as technical and administrative support services. The SimCtr located on Redstone Arsenal in the Von Braun Complex at the USASMDC building is a Government Owned/Contractor operated (GOCO) facility; is connected to the MDA Advanced Research Center (ARC) via high-speed communications links. It is expected that the resultant contract will contain contract line items (CLINs) for firm-fixed price labor support and cost reimbursable items (to include hardware/software, vendor maintenance and travel; and related other direct costs). The contract awardee and its key personnel will be required to possess and retain up to Top Secret (TS) clearances. The Government contemplates awarding only one (1) contract for this acquisition (2-year base ordering period and three one-year options) for a total period of performance of five (5) years. The North American Industry Classification System (NAICS) Code is 541712 - Research and Development in the Physical, Engineering, and Life Sciences. The expected release date of the RFP solicitation (W9113M-08-R-0006 is on or about 11 July 2008. The RFP solicitation and all other acquisition notices and announcements will be posted on the worldwide web via the FedBizOpps (http://www.fedbizopps.gov). All interested parties can view, download, and print a copy of the draft solicitation on or about 11 July 2008 at the USASMDC website hyperlink: http://www.smdc.army.mil/contracts/contracts.html. This acquisition is not open to participation by foreign firms at either the prime or subcontract level. In order to be considered for award IAW Federal Acquisition Regulation (FAR) clause 52.204-2 (AUG 1996), Security Requirements, the Contractor shall comply with the security regulations and procedures set forth in the National Industrial Security Program Operating Manual (NISPOM) (DoD 5220.22-M); and DD Form 254, Contract Security Classification Guide, included in the solicitation and resultant contract. In accordance with DFARS 252.204-7004, all interested contractors shall be registered in the Central Contractor Registration (CCR) (Website: http://www.ccr.gov) database prior to contract award. Potential offerors are encouraged to check the FedBizOpps Internet site noted above for updated and/or additional information and other special notices and announcements. Register with the FedBizOpps website for email notification of information, solicitation release, any amendments, and future documents with regard to this acquisition when issued and available for downloading. A mailing list for this acquisition will not be maintained. No paper copies of the RFP solicitation or any amendments thereto will be provided nor will the Government directly send offerors the RFP solicitation or any amendments thereto.
