Description
The National Institutes of Health (NIH), The National Cancer Institute (NCI), Radiation Epidemiology Branch (REB) plans to procure on a sole source basis services regarding: assessment of radiation doses resulting from exposures to radioactive fallout from nuclear weapons tests with Harold L. Beck, 33 Greenwich Ave., New York, NY 10014. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106(b)(1). The North American Industry Classification System code is 541690 and the business size standard is $6.5M. Period of Performance: Performance shall be one year from date of award with two one year option periods. The purpose and objective of this procurement is to obtain the input and expertise of the contractor in the development, conduct, and review of studies related to the estimation of doses from radioactive fallout from nuclear weapons tests. These include, but are not limited to: 1) the improvement of the estimation of doses received by the populations of the Republic of Marshall Islands as the result of tests conducted at Bikini and Enewetak; 2) the re-analysis of individual thyroid doses received by the subjects of an epidemiologic study in Kazakhstan; 3) the preparation of an electronic fallout library; 4) the analysis of the electronic databases on fallout that were prepared at REB; and 5) the use of the fallout library and databases for detailed dose calculations. Mr. Beck is the only known investigator in the world who is able to carry out the proposed work because of his vast knowledge of nuclear weapon testing since the 1950s, his expertise in radiation dose assessment, his familiarity with the work that was done on radioactive fallout and dose assessment in environmental measurement laboratories and in federal agencies, and his access to unpublished data of interest. Mr. Beck played a major role in all important U.S. dose reconstruction projects related to fallout from nuclear weapons tests. Mr. Beck is collaborating with NCI on all of its fallout projects. Finding any other individual with equal knowledge and experience would be extremely difficult; moreover, it would be detrimental to NCI studies to try and find another contractor. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on May 22, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
