- Description
- The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV) is seeking sources for procurement of commercial off-the-shelf (COTS) Universal Disrupter Stands (UDS). These stands will be used to hold and aim Explosive Ordnance Disposal (EOD) disruptor tools. These disrupter tools are multi-use, explosively activated tools that can generate significant recoil force. The UDS will receive recoil forces that require the stand to be firmly anchored in the ground either with spikes, sandbags or comparable materials. The UDS must be robust with infinitely variable height extension to a total of 48 inches above ground level. Joints and connections will need to be rugged enough for continual and repeated use. The potential total quantity required is estimated at 1,000. REQUIREMENTS: 1. the ability to hold 18 lbs at full extension in all directions and orientations (assuming ground height to vary from 0 to 48 inches); 2. the ability to hold a laser mark at a distance of 10 feet for a minimum of 10 minutes (preferably 20 minutes); 3. fine tuning or adjustment of orientation shall be at least 10o azimuth and 90o elevation and will not require additional hand tools such as wrenches or screwdrivers; 4. operational carrying weight, without disrupter tool, should be 20 lbs.or less; 5. shipping weight, without disrupter tool, should be 40 lbs. or less; 6. for transportation vibration requirements the UDS shall remain in operational condition during and after vibration per MIL-STD-810F Method 514.5 Procedure II; 7. for transportation transit drops and operational transit drops the UDS shall demonstrate robustness to being dropped in its shipping container per MIL-STD-810F, Section 516.5; 8. high and low temperature storage shall be 160oF and -40oF respectively; 9. high and low temperature operations shall be 140oF and -40oF respectively. This announcement serves to survey potential sources for product availability that fully defines existing equipment with the features, capabilities, and performance as described herein and is NOT a request for proposal.
