Description
This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Project plans and quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ) number RFQ-DC-07-00322 through Federal Acquisition Circular 2005-19. This solicitation is set-aside 100% for small businesses. The North American Industry Classification System Code (NAICS) is 541810, size standard is $6.5 million. This requirement is for the following: OBJECTIVE The contractor shall research, produce, and insert a notice regarding the hazards of PCBs in underground mines in reputable international mining trade journals as described below. BACKGROUND PCB-containing equipment may be found in mines throughout the world because electrical systems in mines follow the same general patterns as any other industry. The abandonment of this equipment underground is likely to cause ground water contamination worldwide. STATEMENT OF WORK Task 1 The contractor shall produce a notice demonstrating the hazards of PCBs. The notice must be similar in coloring, size, and format to that already published and be full color "1/2 page islands." An example can be found in the May 2004 issue of the Engineering & Mining Journal [Attachment I]. Proposed notices shall be submitted to EPA for approval within 30 days of contract award. EPA shall approve/disapprove within 15 days of receipt from contractor. Task 2 Within 30 days of approval of the insertion notice, the contractor shall buy two separate EPA approved insertions in four or more reputable international mining journals and submit the publication dates. Notices shall be published during the contract year. The mining journals employed must have substantial distribution, in order of priority, in the Orient with China and India as the first objectives followed by Indonesia, Japan, Korea and southern Africa. Translation equivalents for the notice are required unless the journal is published strictly in English. If translations cannot be obtained then it may be assumed that English is the lingua franca of the mining industry with EPA approval. Task 3 Along with contracting for publication of the notice, contractor shall attempt, at no cost to the Government, to interest the journals in publishing the paper or editing to produce papers similar to the draft paper attached ("Identifying, Managing, and Proper Disposal of PCB-containing Electrical Equipment in Mines" [Attachment 2]) in one issue within the contract year. The contractor will receive a finalized draft of this paper no later than 45 days after contract award. EPA will be responsible, in conjunction with journal editors, for editing the paper. Publication of one the notices and the paper should be in the same issue, if possible. PERIOD OF PERFORMANCE : ONE YEAR FROM DATE OF AWARD EVALUATION CRITERIA (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability Documented knowledge and experince in placing publications in international mining Journals Equipment, Facilities and technical expertise to produce an acceptable notice Distribution List Quantified customer distribution list for each proposed journal to demonstrate sufficient readership in the objective countries mentioned in the SOW Price QUOTATION SUBMISSION INSTRUCTIONS : Contractor shall prepare a succinct (not more than 5 pages) project plan that addresses the tasks described in the statement of work.
