- THIS IS NOT A SOLICITATION FOR PROCUREMENT. Vehicle Bomb Defeat System Licensing Opportunity Announcement - Rapid Access Neutralization Tool for Bomb Squads The purpose of this announcement is to notify qualified companies of an opportunity to license this system for manufacture and sales to Federal, State, and local Bomb Squads in accordance with FAR Part 5.205 (c) Special Situations/Special Notices. The Combating Terrorism Technology Support Office/Technical Support Working Group and Sandia National Laboratories have completed the design and testing of the Rapid Access Neutralization Tool (RANT) for use by Bomb Squads to defeat vehicle bombs. The design is now available to qualified manufacturers for licensing. RANT is a single-use, modular system for use with bomb squad robots, to place disruptive charges into a vehicle to disable IEDs. A RANT System typically consists of up to four individual canisters that are mounted on a deployment rail assembly, which is constructed from slightly modified COTS materials. Each canister incorporates a specified quantity of readily available high explosives (Composition C-4, Sheet Explosives, and electric/non-electric detonators). These explosive materials reside within an envelope of a pre-loaded liquid (highly saturated salt water) and projectiles (dolomite gravel). Qualified manufacturers who currently provide products to EOD/bomb technician users who are interested in applying for a license to manufacture and distribute these systems may contact the TSWG Technology Transition Manager via e-mail to techtrans@tswg.gov to obtain more detailed information and a license application.
