Description
TAX ADMINISTRATION ADVISORS GLOBAL ASSIGNMENTS The U.S. Treasury Department Office of Technical Assistance is recruiting experienced professionals in the areas of Tax Policy and Tax Administration on a competitive basis for both resident and/or intermittent advisory assignments. This announcement is for Global Technical Assistance assignments. Current projects with resident tax administration advisors include Bosnia and Malawi. In addition, we are recruiting for intermittent assignments in Africa, Asia, South and Central America. We have specific interest in tax administration specialists interested in assignments in Western Hemisphere countries (including but not limited to Costa Rica, Dominican Republic, Guatemala, Haiti, Honduras, and Nicaragua), and African countries (including Botswana, Ethiopia, Malawi, Namibia and Niger). Intermittent assignments can normally be expected to range in duration from three to six weeks in support of existing tax projects. Applicants must be able to receive a State Department medical clearance and be willing to accept global assignments requiring significant and often arduous international travel. QUALIFICATIONS: Treasury is seeking candidates who possess expertise in tax policy and tax administration. Tax administration experts should have strong experience in any of the following areas of tax administration: Tax Administration Law, Executive Management, Audit, Internal Audit, Collection, Returns Processing, Tax Forms Design, Taxpayer Service and Education, Public Affairs and Media Relations, Human Resources, Training and IT Systems. Tax policy experts should possess experience in the review, analysis and development of tax policy proposals, in the drafting and review of tax laws and regulations, and the review and analysis of the economic impact of tax changes. Specialization in areas of Tax Models, Revenue Estimation and Statistics of Income are in high demand. Certain assignments require candidates to have significant project management experience, to include the ability to prepare project work plans, statements of work and manage human resources. Prior foreign technical assistance work and knowledge of a foreign language are highly desirable, but not required. There is a special interest at this time in individuals with both technical skills and bilingual fluency in Spanish/English, French/English, and Portuguese/English. In addition to technical skills, we are looking for individuals with outstanding communication skills, capable of listening to the client and then providing effective oral and written responses. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries are negotiable in accordance with government regulations based on demonstrated salary history and market comparability of similar positions. The salary range is from $93,822 to $154,600, subject to January 1, 2008 cost of living adjustments (COLA). Overseas benefits are provided as allowed by federal regulations.
