Description
Grounds and Tree Maintenance Services, Pearl Harbor, Hawaii. The work includes providing all labor, supervision, quality control, safety prevention, tools, materials, equipment, and transportation necessary to provide grounds and tree maintenance services and other incidental work. The Contractor has full responsibility to perform the service using their own and industry best practices and processes to ensure that a specified outcome is achieved. Establish schedules and service frequencies based on criteria such as: soil analysis findings; species of vegetation; seasons of the year; climatic conditions; soil types; root competition; establishment and age of vegetation; and manufacturers directions relative to application of fertilizers, amendments, and pesticides. The NAICS Code for this procurement is 561730 and the annual size standard is $6,500,000. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. IDIQ work will be issued via the DOD EMALL, a web-based ordering system, using Government purchase cards. This contract will replace a contract for similar services awarded in 2003 for $1,939,748.95 (firm-fixed price portion) and $139,388.40 (indefinite quantity maximum). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The proposed contract listed here is 100 percent 8(a) small business set-aside. The Government will only accept offers from certified 8(a) small business concerns. The Government will not consider offers from other than 8(a) firms. All other firms are deemed ineligible to submit offers. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Proposal receipt date is approximate.
