Description
SOURCES SOUGHT US Navy Parachute Training – San Diego, CA The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL has a requirement to support Naval Special Warfare (NSW) in Basic Static-Line (S/L) and Free-Fall (F/F) Parachute training for military personnel in the San Diego, CA area. This requirement includes providing all labor, material, equipment, maintenance, transportation, training and support services necessary to deliver, operate and support the training requirement. The Contractor shall provide turnkey parachute training within 60 miles of the Naval Amphibious Base (NAB) Coronado located at Guadalcanal Road, San Diego, CA, 92155. The training consists of inspection/packing of the MT2-XX parachute, donning and wearing of all associated air operations gear, knowing and responding to all Military Aircraft Procedures, Body Stabilization, Canopy Control and landing procedures, Emergency Procedures, and USPA AFF Level Jumps such as night slick jumps, night oxygen jumps, and night combat equipment jumps. In addition, the contractor shall provide practical tests during the course, an Oxygen class, and a grouping class on High Altitude High Opening (HAHO)/High Altitude Low Opening (HALO), including related equipment instruction. The number of parachute jumps a student shall receive is approximately 25 to 30 for F/F and 5 jumps for S/L. A draft Statement of Work (SOW) is posted to the NAVAIR Orlando Business Opportunities website at http://nawctsd.navair.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm. All of NAWCTSD’s current Sources Sought/Market Survey notices will be displayed on this page. Click on the link titled “US Navy Parachute Training – San Diego, CA”, which will allow you to download the draft SOW. A non-commercial, Firm Fixed Price (FFP) contract is anticipated with a 5 year period of performance. The Government anticipates contract award in 1st Quarter FY 2009. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within the last 3 years) relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611699 with a size standard of 500 employees.
