- Description
- The Government intends to award one IDIQ contract for the length of five (5) years that will provide for a fully integrated Moving Land Target (MLT) system. This contract will be set aside for small business concerns. The MLT system includes a vehicle and the essential Command and Control (C&C) ground and navigation systems to enable the system to perform. Further specifications and details will be provided in the RFP. This contract will include: new and used pickup trucks; the necessary C&C equipment and parts for converting those pickup trucks into remotely started and autonomously controlled targets; Ground Stations for the remote starting and stopping of the MLT; technical and logistics support; the engineering and testing incidental to adapting C&C kits to new model vehicles; and software changes for corrections or improvements to the C&C and Ground Station system. The contractor shall limit the total number of makes and models of the vehicles to reduce the total logistics trail and to simplify technical support, user training, field operations, and maintenance. Under the scope of this contract, the Navy plans to procure between fifty to seventy (50 to 70) vehicles per year, twenty to thirty (20 to 30) Onboard Navigation/Command and Control (Nav/C&C) systems per year, and two to five (2 to 5) Command and Control (C&C) Ground Stations total. The contractor will be the primary source for replacement parts and components. Finally, the Navy plans to procure level of effort for Contractor Logistics Support (CLS), including configuration management (CM), technical support and training. Numbered Note 1 applies to this acquisition.On May 12, 2008, a Non-Disclosure Agreement (NDA) will be available for any parties interested in receiving the Government's technical drawing package. This drawing package will be released upon publication of the RFP and will be available until the RFP closes. The drawing package will only be available to those who have signed and returned the NDA.
