- The 507 ACSS/GFLC, OO-ALC in conjunction with the 558 ACSG/PK is conducting market research prior to releasing a solicitation for the re-compete of the C-130 Aircrew Training System (ATS) Contractor Logistics Support (CLS). The C-130 ATS is used to train and upgrade C-130 pilots, co-pilots, navigators, flight engineers, loadmasters and maintenance engine run personnel. The contractor will provide total contract training including initial qualification, mission qualification, continuation and upgrade training. The contractor provides operation, maintenance, engineering and modification support for five C-130E Weapons Systems Trainers (WST), four C-130H WST’s, one C-130 Avionics Modernization Program (AMP) WST, two C-130 Cockpit Procedures Trainers, three C-130 Cockpit Familiarization Trainers, (several of the devices are scheduled to be modified to the AMP configuration during the duration of this contract. There will also be delivery of 4 new AMP WST’s, and lower level training devices during this contract period), Part Task Trainers (i.e., a Cargo Loading Trainer, Consolidated Avionics Systems Trainer, Integrated Systems Trainer, Cargo Door/Ramp Trainer, etc.), Computer Aided Instruction student stations and courseware. The contractor provides field and depot maintenance planning and engineering, hardware/software/courseware configuration management, logistics support, proposal preparation and instruction. Areas to be covered by this contract are to include but not limited to: •Maintenance of Aircrew Training Devices (ATDs) •Modification of ATDs •Instruction of all Aircrew Positions and Maintenance Engine Run Personnel •Tracking of Aircraft modifications and impact to all trainers •Concurrency of courseware with all Air Force publications (Level of Effort) Only prime contractors who are interested in providing this deliverable should respond. Request for Information Requirements: Please submit two copies of your response to the RFI in an executive summary format not to exceed 8 pages. If your response includes information you consider proprietary, please mark the information in accordance with regulatory guidance. Please do not include company brochures or other marketing information. A capabilities briefing that answers the government questions (Attached) will be required during the Industry Days presentation. Please see below for contact information. Ground Rules and Assumptions: The US Government does not intend to make award on the basis of this RFI or otherwise pay for the information solicited herein, as defined in FAR 15.201(e). Industry Day Information: C-130 ATS, Industry Day (s) is an open forum scheduled for 10 June 2008, 0900-1600 and a one on one forum on 11 June 2008, 0800-1600 at Little Rock Air Force Base Conference Center, 1030 Cannon Drive, Bldg 1030, Little Rock AFB. Please limit the attendees from each interested party to two individuals. There will be one-on-one time during the second day for those requesting to participate; the Government will allow each submitting vendor (s) 30 minutes (Not to Exceed) for presentation of capabilities brief and questions. Please limit the number of questions to 3 – 5 during this time. Please provide the capabilities brief and questions electronically by 30 May 08 to Ms. Christy Marquardt by email at Christy.Marquardt@hill.af.mil. Vendor(s) are asked to provide three (3) hard copies of the capability briefing and questions during the one on one forum. The schedule will be established on a first come first serve basis based on date/time of receipt of an email request to the POC above. No telephone or Fax responses will be accepted. Registration: Please provide the company name, full name of individual, date of birth, driver’s license number and state of issue and phone numbers for each attendee. Walk-ins will NOT be admitted. You will not have to stop at the Visitor Center as the gate will have a copy of the guest list. Be prepared to show identification for each individual and vehicle registration/insurance. Communication Protocol: During the open forum, vendor(s) are asked to annotate any questions in writing on a questionnaire form and provide it to the Government. Submitted questions will be answered if possible during the open forum. All briefing charts and submitted questions/answers from Industry Days will be posted on Fed Biz Ops after the conference. Attachment 1 - C-130 Aircrew Training System Industry Day Questions General •Describe briefly the capabilities of your company and the nature of the goods and/or services you provide. oInclude a description of your staff composition and management structure. oDo you have access to additional facilities, if needed? •Describe your company’s past experience on previous projects similar in complexity to this requirement. oInclude contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager.) •Describe your company’s capabilities for generating, handling, processing and storing classified material and data. •Describe your company’s capabilities and experience in generating technical data, engineering drawings and manuals. oIdentify what software programs are utilized to generate these data products and what formats are available for delivered items. •Are there specific requirements in the documentation we provided that may preclude your company from providing a viable solution to our requirement? •When requested, could you hold your proposed price firm for 120 days? •Is a ramp up schedule of 90 days after contract award, reasonable for this effort? oIf not, what is a reasonable schedule? •Are you aware of the three incentives on this contract (Firm Fixed Price, Performance Based Payments, and Liquidated Damages)? Do you have any questions or concerns about these incentives? Engineering Services and Software Development: •Is your company’s software development process certified to the Carnegie Mellon Capability Maturity Model? oIf so, what level of certification have you achieved and what is the date of your certification? •Describe your capabilities and experience in managing software development projects, including subcontractor involvement. oInclude any experience in project planning, work breakdown structures, resource allocations, schedule tracking, risk analysis and cost management. •Describe your configuration management processes. oHow do you identify and resolve parts obsolescence and diminishing manufacturing sources problems? oWhat is your approach to aircraft concurrency? • What quality assurance processes and test qualification practices does your company employ? oPlease provide a description of your quality program (ISO 9000, QS-9000, EIA 599, etc.). Commerciality •Are there any commercial business practices unique to your company? If so, please describe. •If you offer your product or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and the general public? oIs your product, which meets our requirement, offered to both under similar terms and conditions? Briefly describe any differences •Describe your standard warranty for goods and services furnished to the Government.
