Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in accordance with the Format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Reference Number N4561008RC00014 is issued as a request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-19. This solicitation is Unrestricted. NAICS 541199. This requirement is for the Navy Consolidated Brig, Charleston, SC 29406. This requirement is for a Legal Advisor. Total 249 Days at 8 hours per day equals Qty of 1992 Hours. Period of service: 01 July 2008 thru 26 June 2009. Must meet the requirements of the following statement of work. Must submit a resume with your quote. The Naval Consolidated Brig is assigned a military Legal Advisor to provide guidance and direction to the Commanding Officer regarding prisoner and staff matters, specifically in the area of military justice. The Legal Advisor is the sole advisor to the Commanding Officer and acts in an independent capacity. The Commanding Officer places great responsibility on the Legal Advisor to assist the facility with ensuring that prisoner rights are not violated in accordance with current law and regulation in addition to ensuring prisoner pretrial and post trial matters are resolved in a reasonable time. The contractor shall provide support to ensure the Commanding Officer is provided guidance to make sound decisions regarding prisoner and staff issues. SCOPE OF REQUIREMENTS: The government intends to procure contractor support to serve as a legal advisor to provide legal advice and guidance to the Commanding Officer, Naval Consolidated Brig Charleston. The contractor will be the sole military advisor to the Commanding Officer and will be responsible for providing guidance on military justice matters involving prisoners and staff members. In these duties, the contractor will coordinate prisoner counsel visits, prepare command responses to Complaints of Wrong, Executive Clemency Requests, Nonjudicial Punishment appeals, Freedom of Information Act Requests, Privacy Act Requests, provide weekly legal assistance to prisoners and detainees, provide weekly prisoner orientation briefings and assist the Army and Clemency Parole Board by conducting Revocation Hearings for Parole violators. This Statement of Work describes performance requirements for all tasks and technical requirements and will ensure the best value to the government. TECHNICAL REQUIREMENTS AND TASKS: The contractor must have extensive knowledge and experience within the Department of Defense and the Department of the Navy corrections programs. The contractor must have a thorough understanding of the SECNAVlNST 1640.9C.The contractor must have extensive experience in military justice with the ability to provide sound legal advice and direction to the Commanding Officer. TASK: Primary task is to serve as a legal advisor to the NCBC Commanding Officer with the ability to provide legal advice on prisoner/staff matters. Prepare responses to Complaints of Wrong, Executive Clemency Requests, Congressional Inquires, Nonjudicial Punishment appeals, Freedom of Information Act and Privacy Act Requests and provide weekly legal assistance to prisoners and detainees.
