- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and repairs to USCGC OSAGE (WLR 65505) “B” CLASS RIVER BUOY TENDER and 100 FOOT BARGE (99003). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Full and Open Competition, Request for Quote (RFQ), on or about 23 May 2008. The solicitation will be issued electronically via the Federal Business Opportunity web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued. The NAICS Code is 336611. The acquisition is for DRYDOCK repairs to USCGC OSAGE (WLR-65505) “B” CLASS RIVER BUOY TENDER and 100-FOOT BARGE (CGB 99003). The vessels are homeported in Swickley, PA. All work will be performed at the contractor’s facility. This vessel is geographically restricted to the Western Rivers of the United States. The “Western Rivers” mean the navigable portions of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard Aids to Navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra-Coastal Waterway connected to the “Western Rivers,” but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. The performance period will be FIFTY-FOUR (54) calendar days with a start date on or about 8 September 2008. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC OSAGE (WLR-65505) “B” CLASS RIVER BUOY TENDER and 100-FOOT BARGE (CGB 99003). This work will include, but is not limited to: 1.Welding repairs. 2.Remove, Inspect, and Reinstall Propeller Shafts. 3.Install Shaft Covering. 4.Straighten Shaft. 5.Renew Water-Lubricated Shaft Bearings. 6.Renew Propeller Shaft Sleeve(s). 7.Remove, Inspect, Modify Pitch, and Reinstall Propellers. 8.Perform Minor Repairs and Reconditioning of Propeller. 9.Clean, Inspect, and Test Grid Coolers. 10.Remove, Inspect, and Reinstall Rudder Assemblies. 11.Rebuild Rudder Stock. 12.Preserve Spud and Spud Well Surfaces. 13.Protect Aton Crane, Boat Davits, and Deck Machinery. 14.Preserve Barge Buoy Deck. 15.Preserve Underwater Body of Tender and Barge. 16.Routine Drydocking. 17.Provide Temporary Logistics. 18.Renew Doors. 19.Inspect and Overhaul Strainers. 20.Preserve Barge Bulkhead and Bilge Surfaces. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
