Description
Pre-Solicitation Synopsis for SOLICITATION N33191-08-R-0217: REPAIR LOOP TAXIWAY; NAVAL SUPPORT ACTIVITY SOUDA BAY, CRETE - GREECE It is the intent and objective of the Naval Facilities Engineering Command Europe and Southwest Asia (NAVFAC EURSWA) to award a Firm Fixed Price Construction Contract for various repairs to the Loop Taxiway at the Naval Support Activity Souda Bay on the island of Crete in Greece. The solicitation shall be issued on an unrestricted basis, inviting full and open competition. Scope of requested work includes all supervision, equipment, materials, labor, and all means necessary to provide the following: (1) necessary repairs to two Taxiways and Maintenance Aprons. Taxiway marking will be replaced by a 12-inch compacted base course and a Flex Concrete pavement. The West Entrance to the taxiways will be widened with the same base course and concrete used for the taxiway repairs. An asphalt shoulder, consisting of a base course and bituminous asphalt, will be added to the west entrance. (2) Some of the existing taxiway lights and associated equipment will be demolished. New lighting shall be installed in a new location. The wiring cable for two separate circuits will be replaced along the entire taxiway lighting system. The solicitation will provide Full Design. The North American Industry Classification System (NAICS) code for this project is 237310, Highway, Street and Bridge Construction. The estimated magnitude of this procurement is between 5,000,000 and 10,000,000 USD. Contractors must be able to work in Greece to provide proposals for this project. The Request for Proposals (RFP) will be available for viewing and downloading ON OR ABOUT 19 May 2008. Proposal due date is ANTICIPATED as 16 June, 2008, 2:00 p.m. Central European Time (CET). The solicitation is formatted as an RFP in accordance with the requirements designated by sections of the FAR 15.203 and NFAS for a negotiated procurement. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. A Pre-Proposal Conference is TENTATIVELY scheduled for 03 June 2008 at 2:00 PM, local time. This date will be confirmed with release of the Solicitation. Interested parties shall contact Angela Tsukala at angela.tsukala.gr@eu.navy.mil to register for the conference in order to be permitted access to the base. The Government intends on issuing the RFP Solicitation through the Internet at https://euro.neco.navy.mil (EuroNECO) and at http://fbo.gov/ (FedBizOpps). Amendments will also be posted on the website for downloading. All interested offerors shall register at the website to ensure they are notified of updates or amendments to the solicitation as they occur. ***CONTRACTORS MUST CHECK THE “NAVFAC VENDOR” BOX WHEN REGISTERING in EuroNECO to be notified of NAVFAC business opportunities. No other notice of solicitation activity will be provided to interested offerors. It is the responsibility of each offeror to check the websites periodically for any amendments to this solicitation. IMPORTANT NOTICE: All contractors proposing on Department of Defense Solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The CCR website can be accessed at www.ccr.gov.
