Description
This procurement is for A/E design services prepared in accordance with FAR Subpart 36.6. This announcement constitutes the only solicitation; SF-330 is requested and a separate solicitation will not be issued. This procurement is 100% Total Small Business Set-aside. The NAICS Code is 541330, with a Small Business Standard of $4.5 million. Applicants should go to the http://www.gsa.gov/Portal/gsa/ep/formslibrary.doformTypeSF website for the SF-330 and instructions for filling out the form. The firm must follow the directions in filling out the SF-330 form and fill it out in its entirety. At least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. All responsible sources may submit a proposal which shall be considered by the agency. Firms that meet the requirements described in this announcement are invited to submit an original and a copy of the SF330 Parts I & II for the Prime & Subcontractors package to include brief resumes of key personnel expected to have major responsibilities for the project. Facsimile or other electronically-generated copies will not be accepted. All firms are required to submit three references with telephone numbers and names of contact persons with their submittals. The firms considered the most highly qualified after the Evaluation of the SF-330s will have their references checked. The firms that are considered the most qualified after the reference check will be interviewed. Only firms that submit a complete SF-330 by the Due Date of June 3, 2008 by 3:00 PM EST will be considered. There will be no exceptions for late arrivals of SF330s. Failure to submit the SF-330 in its entirety for the Prime and Subcontractors by the due date will render the submission unacceptable. BACKGROUND INFORMATION- The United States Department of Labor, OASAM/BOC/OPS, Division of A/E & Construction Services, requires Architectural and Engineering Design Services at the Fort Simcoe Civilian Job Conservation Center located in White Swan, Washington. The estimated design and construction cost of this project is between $3 to $5 million. This project involves A/E services for design and construction administration services for the renovations to the existing 11,740 gross square foot cafeteria/culinary arts building and demolition of existing dormitory Buildings 115 and 118 at the Fort Simcoe Civilian Conservation Center located in White Swan, Washington. The project consists of interior and exterior renovations to the entry, dining hall and food preparation areas of the existing cafeteria/culinary arts building inclusive of mechanical, plumbing, electrical and life safety system upgrades and replacements; roof replacement of the existing dining hall and food preparation roof system; and addition of a new entry vestibule. The work also includes minor renovations and repairs to the culinary arts area, minor revisions to Building 117 to accommodate temporary food service and dining during the cafeteria/culinary arts building renovation, and miscellaneous site improvements, such as utility installation, utility upgrades, and site/security lighting. The A/E will provide renovation designs based on the Department of Labor Cafeteria Prototype Design Guidelines. All A/Es responding to this announcement must demonstrate their experience in the aforementioned building type. The required disciplines are: Structural, Civil, Architectural, Food Service, and Mechanical (HVAC and Plumbing) and Electrical. Firms must be capable of producing the design documents on AutoCAD release 2000 or higher. Specifications shall be provided in CSI format and be MS-Word compatible. Total design Time 37 calendar weeks. Pertinent factors for consideration of qualifications, listed in order of importance, for the Project Team, are (1) Qualifications of Assigned Project Personnel, which considers design capability, project management skills, and construction administration capability; (2) Specialized Experience of Assigned Project Personnel, which considers previous project experience similar to project scope, specialty subcontractors, project tools/software, and special awards; (3) Capacity to Perform Work in Required Time, which considers Qualification/Experience of Project Manager, Caliber of Project Team members, adequate staff size. (4) Firm Experience/Past performance, which considers previous projects of similar scope and value, previous experience working as a project team, and government previous experience; (5) Location, which considers the distance of the project manager to the center, and the distance of the project team to the center; and (6) Energy Efficiency/Waste Reduction Capabilities, which considers green, sustainable, renewable energy resources experience.
