Description
Description: RENEWAL OF FACTSAGE LICENSEDESC: The U.S. Department of Energys National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to GTT TECHNOLOGIES - GESELLSCHAFT FUR TECHNISCHE THERMOCHEMIE UND PHYSIK MBH, HERZOGNRATH, DEU for delivery to our site in Morgantown, WV for the following: 1. FactSage License renewal including use of FactSage with the FACT Pure Substance and Solution database for three years including two dongles as well as free maintenance and support 1 each. 2. Additional Dongals 4 each. 3. FSNoble, 3 years lease for use with two dongles 1 each. 4. FSStel, 3 years lease for use with two dongles. This request is considered to be sole source to GTT because they can only be provided by the original developer of the license. GTT Technologies is the proprietary of the FactSage License. Purchase of the renewal must be purchased from the same company to ensure compatibility of the existing system. It must be compatible with the operating conditions and software of the existing system. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firms ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-08NT00517 by 05:00 P.M. EST, May 15, 2008. Therefore, no solicitation will result from this announcement. The North American Industrial Classification Code (NAIC) is 423430. A Firm Fixed Priced Purchase Order shall be using FAR 13, Simplified Acquisition Procedures.
