Description
The U.S. Department of Energy, Idaho Operations Office (DOE-ID),intends toaward a firm-fixed price, sole-source purchase order for $75,000 to supporttheproduction of a report from the Nuclear Energy Agency of the OrganizationforEconomic Co-operation and Development (OECD). The United States is amember ofThe Nuclear Energy Agency. NEA is a specialized non-profit agency withintheOrganization for Economic Co-operation and Development (OECD), anintergovernmental organization of industrialized countries, based in Paris, France. The mission of the NEA is to assist its Member countries in maintaining and further developing, through international co-operation, the scientific,technological and legal bases required for the safe, environmentallyfriendlyand economical use of nuclear energy for peaceful purposes. To achievethis,the NEA works as: a forum for sharing information and experience andpromotinginternational co-operation; a centre of excellence which helps Membercountriesto pool and maintain their technical expertise; a vehicle for facilitatingpolicy analyses and developing consensus based on its technical work. The scope of work for this effort will be for the NEA to prepare a newmajor"outlook" report, taking stock of where the NEA is now and where the NEAcouldor should go in the future with this technology. The provisional table ofcontent would include chapters on the following topics: statistics onenergyand electricity supply and demand, world nuclear plant status, safety,waste,economics, non-proliferation issues, environment and sustainability, fuelresources and fuel cycle, nuclear energy and society, government policies,andtechnology development. This work will be funded by several NEA members and the Department ofEnergy,whose share will be $75,000 for a total effort valued at $318,000 to$376,000. The NEA is the only qualified source to produce such a comprehensivereport. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firmthatbelieves it can meet the requirements may give written notification priortothe response due date. Responses are required to be submitted before May12,2008, 5:00 p.m. ET. Responses shall be submitted via e-mail tosurrusjk@id.doeand supporting evidence must be furnished in sufficient detail todemonstratethe ability to perform this effort. Responses received will be evaluated;however, a determination by the Government not to compete the proposedprocurement based upon responses to this notice is solely within thediscretionfor the Government. If no responses are received by the due date, theGovernment will proceed with the award. Telephone requests or inquireswillnot be accepted.
