Description
This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Division. The requirements are to provide a long range horizontal acoustic current profiler. This notice constitutes the only Request for Quote (RFQ). Written offers are being requested. A hardcopy written RFQ will not be issued. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations through the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are required to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as NRMAD000-8-37348. Prices quoted for contract line items shall be firm-fixed-price inclusive of all costs LINE ITEM 0001: Long range, horizontal acoustic current profiler 300 kHz H-ADCP: One (1) Ea $________ LINE ITEM 0002: 2 GiG memory card: One (1) each $_______ LINE ITEM 0003: 300 kHz Spare Boards Set: One (1) each $______ Statement of Work for Long Range Horizontal Looking Acoustic Doppler Current Profiler. The National Oceanic and Atmospheric Administration's Atlantic oceanographic and meteorological laboratories ocean chemistry division (NOAA/AOML/OCD) is undertaking a program to measure the discharge through the ocean inlets in South Florida. To make measurements of the flow through the Port Everglades shipping channel, requires the acquisition of a long range, horizontal looking, acoustic Doppler current profiler system. This system must be able to profile a distance of 120 meters in 4 meter increments. It must be able to achieve a profiling range of at least 120m in water that is at a temperature of 25 degrees Celsius and has a salinity of 35 parts per thousand (ppt). The system must use three or more acoustic measurement paths so that a velocity error estimate may be calculated. The acoustic transducers must produce a narrow acoustic beam which is less than one degree in width measured at the -3dB point. The system must be equipped with a pressure transducer so that the surface elevation above the instrument is reported with each measurement. The system must be able to output its data to a RS 422 type serial port and simultaneously record data to internal memory. The system must be equipped with a temperature sensor and record the ambient temperature with each measurement. The system must be delivered with software to control the operation of the unit and also software that allows the user to extract data from the instrument and convert that data to ascii format. In addition to the unit, a spare electronic board kit and 2 gigabytes of internal memory are required. Delivery of equipment is required ninety (90) days after receipt of delivery order. PRICE: Prepare pricing in accordance with the line items in this announcement. The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the item listed, offeror's price proposal and the offerors ability to exhibit an understanding of the requirements included in this RFQ. The Government will award the purchase order to the contractor that represents the best value for the work. All responsible offerors may submit a response to this notice that will be considered by the agency.
