- Washington Headquarters Service intends to award a contract on a sole source basis for a base year plus four option years under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to The Baylon Group Inc. DBA Center for Strategic Decision Research (CSDR) located at 2456 Sharon Oaks Drive, Menlo Park, CA 94025-6829 to provide reports of the 25th to 29th (a total of five) annual International Global Security Workshops, which will be hosted by the contractor. The reports include workshop transcription, presentation documents, and an analysis of the defense policy implications of the speeches. The period of performance for the base year is from 1 Jun 08 to 31 May 09 with four option years. This notice of intent is not a request for proposals or quotations. Contractors may submit capability statements by 2:00 P.M. EST on 15 May. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. All information submitted should support the contractor’s capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a contractor’s bona fide capability to provide the service. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
