- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4803-08-Q-A134 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24. For informational purposes the North American Industry Classification System code is 711510 -- Independent Artists, Writers, and Performers. This acquisition is Full and Open Competition. This is a firm-fixed price procurement, and will be procured using commercial item procedures and award selection will be made based on price and past performance. This requirement is for: An Air Boss and Narrator for the Shaw AFB Airshow. The following is the Statement of Work for the services required. STATEMENT OF WORK FOR AIRSHOW SERVICES 1.1 DESCRIPTION OF AIRBOSS SERVICES. 1.1.1 Using acts provided, produce an AirShow schedule using time allotted for show. 1.1.2 Provide direct control of the AirShow performers within the confines of the set schedule. 1.1.3 Liaison with the FAA Representatives (FSDO) and Emergency Services personnel prior to, during and following the show. 1.1.4 Conduct the mandatory AirShow Briefing for all performers prior to each show at a location provided by the AirShow sponsor. 1.2 AIRBOSS REQUIREMENTS. The contractor shall meet or surpass all of the following requirements. 1.2.1 Must have experience with large Airshows (50,000+) attendees 1.2.2 Must be able to act as liaison with FAA representative and emergency personnel during air show 1.2.3 Must be able to provide VHF/UHF radio equipment for use at the show 1.2.4 Must have conducted operations with the Military Jet Teams (Thunderbirds, Blue Angels, Snowbirds, and etc.) 1.2.5 Must hold liability insurance for individual or company 1.3 AIR BOSS PRIMARY DUTIES the air boss shall perform all duties. 1.3.1 Contractor will perform Air Boss duties during the arrival show, practice, and Twilight program on Friday, 5 September 2008. Additionally, Contractor agrees to perform Air Boss duties on the day show, Saturday, 6 September 2008. 1.3.2 Contractor will conduct an airshow safety briefing each day, 5-6 September at the Operational Support Squadron main briefing room. 1.3.3 Contractor will provide the safe and efficient control of scheduled air show event activities and will work closely with Air Traffic Control (ATC) arrivals, departures, and ground movements. 1.3.4 The contractor will manage ground movements of taxiing aircraft and vehicular traffic during airshow and will work closely with the local Flight Standards District Office (FSDO) to ensure all regulatory requirements pertaining to air operations are met. 1.3.5 The contractor will establish communication system with waiver holder, Airport Manager, FSDO, and ATC. 1.3.6 The Contractor will work directly with his ATC liaison on stage to ensure flight safety and appropriate coordination with the Shaw AFB Tower facility when required. In case of "Alert Response" the contractor relinquishes all control to affect a safe launch. 1.3.7 During the time the Contractor is in control of the SAFB airspace, he/she will discuss and coordinate emergency procedures and Air Boss actions with the ATC facility that has airspace jurisdiction as required, and will coordinate with crash/fire/rescue on emergency procedures. 2.1 DESCRIPTION OF NARRATOR SERVICES. 2.1.1 Scope of Work. The contractor shall provide all personnel, supervision and other items necessary to provide air show announcing services. The contractor shall perform to the standards in this SOW. 2.1.2 Contractor. The contractor hereby agrees to provide air show announcing services at Shaw AFB, ShawFest 2008 within the limitations as defined by the Air show Director and Air/Ground Coordinator (Airboss). 2.1.3 Performance. Contractor shall provide air show announcer service for one practice/arrival show (Friday 5 Sep 08), one twilight show (Friday 5 Sep 08) and one day show (Saturday 6 Sep 08). 2.1.4 Compensation. Advance payment is not authorized, nor will the Government pay a deposit. If the contractor is physically unable to perform and/or cannot perform for any reason, they will not be paid. 2.1.4.1 Donation. Based on Air Force policy the contractor shall not solicit donations as additional compensation from the public on an Air Force Installation. Only those air show supporters will be mentioned by the announcer. A list of air show supporters will be provided prior to the beginning of the air show. 2.1.5 Air Show. The Shaw AFB, ShawFest 2008 shall start on 5 Sept 2008 and continue through 6 Sept 2008. Contractor will arrive in advance, preferably on 4 September 2008, but not later than 1000 local time on 5 September 2008 to help with local promotions, media support, and the arrival program. 2.1.6 Contractors Liability Insurance. The contractor shall maintain personal liability insurance. 2.1.7 Lodging. The contractor will not charge the government for lodging; one non-smoking room will be provided by Shaw AFB. 2.1.8 Transportation. Shaw AFB will provide one automobile upon arrival and for the duration of the Shaw AFB ShawFest 2008. 2.1.9 Public Address System. The Government will provide a complete public address system, to include microphone and radio communication to air show control. 2.1.10 Emergency Procedures: The Government will provide the announcer with complete emergency procedures and briefing on the announcer's role and duties in the event of an onsite or offsite mishap. 2.1.11 Location. Service shall be performed at the Shaw AFB SC, 29152. Provision at FAR 52.212-1, Instruction to Offer Commercial Items applies to this acquisition. The RFQ's submitted shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 45 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be handled in accordance with FAR 52.212-1(f). The following FAR clauses and provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a single contract resulting from this solicitation to the responsive responsible offeror whose quote conforms to the solicitation and will be most advantageous to the government, price and other factors considered.
