- Description
- The Uniformed Services University of the Health Sciences (USUHS), the DoD Medical School and Health Sciences University, Bethesda, intends to procure on a competitive basis for a web-based database format for extramural support for research, and other research-related endeavors for the calendar year 2008 and two follow-on option years. This notice serves as a combined synopsis/solicitation for commercial items/services prepared in accordance with the procedures in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation will be issued as a request for quote (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular 05-23. The North American Industry Classification System (NAICS) code is 511120 and a small business size standard of 500 employees. This RFQ is not set-aside for small business. The contract award will be done as a single award contract. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any changes/updates to the solicitation. Facsimile offers are acceptable and please submit all questions and concerns in writing by May 14, 2008. All responses are due on May 23, 2008 at 4:30pm. Anticipated award date is May 31, 2008. The contract line item for this requirement is as follows: CLIN 0001, Research web-based database, Base Year, Period of Performance (July 1, 2008 through June 30, 2009), Qty 1 Year CLIN 0002, Research web-based database, Option Year I, Period of Performance (July 1, 2009 through June 30, 2010), Qty 1 Year CLIN 0003, Research web-based database, Option Year II, Period of Performance (July 1, 2010 through June 30, 2011), Qty 1 Year The content of the online services must provide: FUNDING OPPORTUNITIES DATABASE Records should include a detailed abstract of the opportunity including details of eligibility requirements, deadline, the original text of the call (where available); and links to the application form, specific page of the sponsor's web site, contact details of programme management and records in the ‘Sponsors’ database describing the relevant research programme and sponsor. You should only be able to see funding opportunities that US researchers are eligible to apply for. SPONSORS DATABASE Records should include the objectives, eligibility requirements and application procedures of sponsors along with relevant links, both to vendor’s internal databases and to the sponsor’s web pages. You should only be able to see sponsors that US researchers are eligible to apply for funding from. NEWSDATABASE The news publications on vendors website must including the following coverage: Research USA – fortnightly publication, available online and paper version Research Day – daily research policy and politics news from the US and worldwide Staff should be able to set up customized funding alerts on their own areas of research and subscribe to news alerts. The Funding opportunities database should be designed to be easy to use for occasional users but offers complex search options for regular users. Opportunities can be browsed by Sponsor, by discipline, type of sponsor, purpose of award, by deadline, and eligibility. Website should include the ability to collect information bookmark and distribute it to colleagues in the form of a Magazine. This could be especially useful for staff with a research co-ordination role. Access should be available from any PC on the university network, as well as allowing staff to receive email alerts and bookmark items for example. EVALUTION FACTORS: The government will award a firm-fixed price contract to the responsible offeror whose offer conforms to the combined synopsis/solicitation and is most advantageous to the government based on price and the technical factors listed below. 1) Corporate Experience – describe your capability to perform the required work and the requirements of the contract as specified above. 2) Past Performance – Provide five references of similar work to include: company name, point of contact, phone number, contract amount, and period of performance; and 3) Price. Failure to provide the information relative to teach evaluation factor may render offer non-responsive. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provided sufficient technical literature, documentation, etc. in order for the Government’s evaluation team to make an adequate technical assessment of the quoted journals as to meeting technical acceptability. PROVISIONS AND FAR CLAUSES: The following provisions and clauses FAR 52.212-1, Instruction to offerors – Commercial Items, FAR 52.212-2, Evaluation – Commercial Items, FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, 52.212-4, Contract Terms and Conditions – Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (clauses cited there in are applicable), 52.217-8, Option to Extend Services, and 52.217-9, Option to Extend the Term of the Contract. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: All Offerors are required to submit information in reference to FAR 52.212-3- Offeror Representations and Certifications – Commercial Items, and all evaluation factors must be addressed. Federal Tax Identification (TIN), Dun & Bradstreet Number (DUNS), remit to address if different. As of 31 May 1999 all Contractors must be registered in the Central Contractor Registration (CCR) Database as a condition for contract award.
