Description
(1) General Statement of Research Need The Naval Research Laboratory (NRL) and the Defense Threat Reduction Agency (DTRA) are interested in demonstrating an off-board sensing reconnaissance role using a lightweight sensor on a small air-launched Unmanned Aerial System (UAS). This vehicle will be used for low level tactical target finding and tracking during night time operations. The UAS is currently configured with a Short Wave Infrared (SWIR) gimbaled sensor payload. To improve sensor performance in extreme low light (new moon, starless) conditions, NRL wishes to investigate a SWIR Illuminator. (2) Technical Detail a. To easily integrate onto the UAS, it is desired that the sensor meet the following size, weight and power targets: •Size: Complete Illuminator package should not exceed volume of 2.4x2.5x1.3 inches •Weight: •Power: oIlluminator will receive 20W at 24V – 28V input power otesting has shown a maximum output power range of 2 to 4 W desired b. In order to remain compatible with currently fielded SWIR equipment, the illuminator must comply with the following specifications: •Illuminator o950nm - 1900nm laser illuminator oVariable beam divergence from 1° - 5° oAbility to manually control output power oPossible pulsed configuration for better current-power efficiency (pulse duration and duty cycle will be provided) •IR marker o860nm IR marker, oBore sighted with Illuminator oProvide a 2m diameter circle on ground from 2000’ oOne fixed flash rate of 2-5 pulses per second (i.e. pulse duration of 250 ms and duty cycle of 50%) •Future desired capability- Laser designator o1064nm oThis is an additional capability (not a requirement) •Future desired capability- Laser Rangefinder oMay use any organic laser as source (i.e. marker, designator, illuminator) oThis is an additional capability (not a requirement) c. General: •Packaged Illuminator must be capable of withstanding 25,000’ AGL cold soak conditions for deployment •System is required to pass applicable Military and Government safety requirements Priority will be given to those concepts capable of prototype flight-test in FY2008. Flight tests will begin with surrogate aircraft, and progress to FINDER flights from Predator aircraft. Interested parties are encouraged to submit a capabilities package in response to this RFI. Capabilities packages should describe your capability to provide the lightweight illuminator with the technical thresholds described above. Additionally, capabilities packages should describe if the illuminator is a mature technology (e.g., has it been fielded/sold in the past, or is it developmental) and provide company information (includes company size, point of contact information, etc.). Address Initial White Papers (not to exceed 10 pages) to Code 5712, or via e-mail, telephone (202) 767-4475. Allow one month before requesting confirmation of receipt of Initial Proposal, if confirmation is desired. Substantive contact should not take place prior to evaluation of an Initial Proposal by NRL. If necessary, NRL will initiate substantive contact. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information.
